India’s BSF Heads to Dhaka for 56th Border Coordination Conference

India’s Border Security Force (BSF) will participate in the 56th Director General–level Border Co-ordination Conference organized by the Bangladesh Border Guard (BGB) in Dhaka from August 25 to 28, 2025. This marks the first visit by an Indian delegation to Bangladesh since the political change in Dhaka following the fall of former Prime Minister Sheikh Hasina’s government in 2024.

The Ministry of Home Affairs (MHA) has authorised the BSF delegation to attend the conference after receiving an official invitation from Bangladesh earlier this month. According to a BSF spokesperson, the conference will focus on a broad range of security, infrastructure, and cooperation-related matters along the India-Bangladesh border.

Purpose of the Conference

The Director General–level conference serves as a vital platform for both nations to discuss border security, improve coordination, and prevent misunderstandings that could escalate tensions. Officials from the BSF and BGB will deliberate on issues such as:

  1. Protection of Personnel and Civilians: Strategies to prevent attacks or assaults on BSF personnel and Indian civilians by Bangladesh-based miscreants or nationals.

  2. Trans-Border Crimes: Measures to reduce cross-border crimes such as smuggling, human trafficking, and illegal trade.

  3. Countering Insurgent Groups: Addressing activities of Indian insurgent groups (IIGs) operating in Bangladesh.

  4. Border Infrastructure: Reviewing construction of single-row fences and other physical infrastructure to enhance border security.

  5. Coordinated Border Management Plan (CBMP): Implementation of joint protocols for effective and coordinated management of border areas.

  6. Confidence-Building Measures (CBM): Initiatives to build trust, share intelligence, and strengthen cooperation between the two border forces.

The BSF spokesperson explained, “During the course of the conference, discussions will be held on prevention against attack/assault on BSF personnel and Indian civilians by Bangladesh-based miscreants/nationals, how to prevent trans-border crimes, construction of single-row fence, action against Indian insurgent groups (IIGs) in Bangladesh, issues related to border infrastructure, joint efforts for effective implementation of coordinated border management plan (CBMP), confidence-building measures (CBM), and other issues.”

Significance of the Visit

This conference is significant for several reasons:

  • High-Level Engagement: It is the first high-level visit from India to Bangladesh since Sheikh Hasina’s government was replaced, signaling renewed diplomatic and security engagement.

  • Strengthening Security: With increased coordination, both nations aim to prevent cross-border violence, illegal activities, and insurgent operations, ensuring safety for border communities.

  • Regional Stability: By discussing strategic security and infrastructure projects, the conference will help maintain peace and stability in South Asia.

  • Mutual Trust: Confidence-building measures foster better communication and collaboration, reducing the risk of misunderstandings or accidental confrontations along the border.

Background: India-Bangladesh Border Challenges

The India-Bangladesh border stretches over 4,000 km, covering diverse terrain including rivers, forests, and rural settlements. Both nations face challenges such as smuggling of goods, human trafficking, illegal migration, and insurgent movements.

In recent years, insurgent groups from India have reportedly used Bangladesh territory for operations, raising security concerns for Indian authorities. Coordinated measures like the CBMP aim to prevent such activities while ensuring the border remains peaceful.

Previous Cooperation

The BSF and BGB have a long history of joint border management. Regular conferences, patrol coordination, and intelligence sharing have helped prevent many potential conflicts. Over the years, initiatives like the CBMP and CBM have strengthened communication and trust between the two forces.

This upcoming conference will build on past cooperation, with both sides reviewing progress and planning new strategies to address evolving challenges.

Expected Outcomes

While official agreements or statements from the conference are yet to be announced, some expected outcomes include:

  • Improved joint protocols for patrolling and monitoring border areas.

  • Enhanced security infrastructure, including fences, watchtowers, and surveillance systems.

  • Strategies to counter insurgent operations and prevent cross-border crimes.

  • Strengthened collaboration in intelligence sharing and rapid response mechanisms.

  • Increased trust and coordination between BSF and BGB officials.

The participation of India’s BSF in the 56th DG-level Border Co-ordination Conference in Dhaka underscores the importance both nations place on border security, cooperation, and regional stability. By addressing issues such as trans-border crimes, insurgent activities, and infrastructure development, India and Bangladesh aim to foster peace and build trust along their shared border.

As the conference unfolds from August 25 to 28, observers will closely watch the discussions for practical measures that enhance security, cooperation, and mutual understanding between the two neighboring countries. This visit not only represents a step forward in India-Bangladesh relations but also highlights the critical role of high-level dialogue in maintaining peaceful and secure borders in South Asia.
