Indonesia is making a significant move to reconnect with its diaspora by introducing a new initiative aimed at allowing former citizens and individuals of Indonesian descent the opportunity to live and work indefinitely within the nation. This initiative seeks to address the ongoing “brain drain” while attracting overseas talent for national growth.
The program, known as the Global Citizenship of Indonesia (GCI), offers an unlimited stay for those who previously held Indonesian citizenship or have strong familial ties. This development comes as discussions around dual citizenship rights gain momentum, with many Indonesians seeking improved educational and employment prospects abroad.
Under existing regulations, dual nationality is not recognized for adults in Indonesia, compelling citizens to choose one citizenship upon turning 18. The GCI allows eligible participants—including children from mixed marriages and foreign nationals of Indonesian descent up to the second generation—to return to Indonesia or engage remotely without relinquishing their acquired citizenship.
Inspired by India’s Overseas Citizenship scheme, which permits foreign nationals of Indian origin to live and work in India without full citizenship, officials anticipate that similar privileges will enable Indonesia to leverage the expertise, skills, and investment prospects of its global diaspora.
Recent statistics underscore the pressing need for such strategies: nearly 4,000 Indonesians attained Singaporean citizenship between 2019 and 2022, signaling a noteworthy brain drain from the nation of 280 million—ranked fourth globally. Authorities view this newly instituted permit as a chance to flip the narrative, enticing Indonesians abroad to return, contribute, or remain engaged with their homeland.
The government aims to navigate the legal constraints on dual nationality while integrating global expertise, thereby bolstering the economy and preserving cultural and familial connections. Analysts believe that, if effectively executed, GCI could serve as a benchmark for other countries facing talent migration challenges.
