The Ministry of Communication and Digital Affairs in Indonesia has raised concerns over Wikimedia Commons, urging its operator to register as an Electronic System Provider (ESP) to comply with national digital regulations. The move comes amid stricter enforcement of Indonesia’s platform governance laws, which require all domestic and foreign digital service providers to register with authorities.
According to officials, access to Wikimedia Commons was briefly blocked after the ministry’s automated monitoring system detected content patterns linked to online gambling—an activity considered illegal in Indonesia. However, after a manual review by technical teams, the alert was declared a “false positive,” and access was restored within a short period.
Director General Alexander Sabar stated that automated moderation tools are essential for maintaining a safe digital environment, but acknowledged that such systems can occasionally misclassify neutral or educational platforms. Following the incident, the ministry has launched an internal audit to improve the accuracy of its detection mechanisms.
This is not the first regulatory action involving Wikimedia in Indonesia. Earlier in February 2026, authorities restricted login access to Wikimedia platforms after the Wikimedia Foundation failed to register under the country’s Private Scope Electronic System Provider (PSE) rules. The restriction prevented users from logging in or editing content, although reading access remained available.
The regulation, based on Ministerial Regulation No. 5 of 2020, requires all digital platforms operating in Indonesia to register in order to ensure accountability, user protection, and coordination with authorities on illegal content. Officials had reportedly notified Wikimedia as early as November 2025 and granted multiple deadline extensions before taking action in February 2026.
Authorities have emphasized that compliance with ESP registration could have prevented the recent disruption. The government maintains that its approach balances enforcement with proportionality, aiming to protect users while preserving access to legitimate information platforms.
The incident highlights ongoing tensions between global digital platforms and national regulations, as governments increasingly seek greater oversight over online content and platform accountability.
