Italy bans pro-Palestinian Bologna protest over safety concerns

On October 6, 2025, Italian authorities officially banned a planned pro-Palestinian demonstration in Bologna, originally scheduled for October 7. The protest, organised by Giovani Palestinesi Italia, aimed to mark the second anniversary of a deadly Hamas attack on Israel in 2023, which resulted in approximately 1,200 deaths and over 250 abductions. The Italian government cited public safety risks and potential clashes with police as the main reasons for the ban.

Authorities emphasized that while freedom of assembly is a fundamental right, it must be balanced with public safety and the prevention of violence. The prefect of Bologna, Enrico Ricci, warned that the protest could escalate tensions, especially after similar confrontations occurred in other Italian cities. Officials also expressed concerns that the protest might incite extremist actions or hate, given the sensitive timing of the event.

Despite the ban, Giovani Palestinesi Italia announced plans to proceed peacefully, highlighting their goal to raise awareness about the humanitarian crisis in Gaza and advocate for Palestinian rights. Organizers stressed that the protest aims to promote justice, solidarity, and human rights, not violence. Law enforcement, however, warned that participating in an illegal demonstration could result in fines or arrests.

International reactions were mixed. Israel’s ambassador to Italy, Jonathan Peled, opposed the protest, describing it as potentially glorifying the October 7 attack. Meanwhile, human rights organizations urged the Italian government to protect the organizers’ right to peaceful protest, emphasizing advocacy for humanitarian issues should not be suppressed.

Italy has recently seen a wave of pro-Palestinian demonstrations, especially in Rome, where hundreds of thousands marched over several days to support civilians in Gaza. The Bologna protest was expected to coincide with these ongoing demonstrations, which heightened authorities’ concerns about potential clashes.

To maintain order, Italian police increased security measures in Bologna and other major cities. Barriers, checkpoints, and high police presence were deployed, with coordination between authorities and community leaders to encourage peaceful assemblies.

Meanwhile, the Jewish community in Milan chose a discreet commemoration of the October 7 anniversary, with security measures in place to prevent potential confrontations.

The Bologna protest ban highlights the complex challenge governments face in managing public demonstrations related to international conflicts. Authorities must balance public safety, citizens’ right to assembly, and potential diplomatic repercussions. Advocacy groups argue that raising awareness about humanitarian issues, such as civilian casualties, displacement, and access to aid in Gaza, remains crucial despite legal restrictions.

As tensions remain high, the outcome of the Bologna protest could set a precedent for future demonstrations in Italy related to global conflicts. Authorities continue to monitor the situation closely while providing legal channels for peaceful advocacy, reflecting the delicate balance between safety, expression, and diplomacy.
