Japan has announced a major overhaul of its defence export rules, marking a significant shift in its postwar security policy. The move allows the country to expand arms exports globally, including warships, missiles, and advanced defence systems.
The decision, led by Prime Minister Sanae Takaichi, aims to strengthen Japan’s defence industrial base while deepening security cooperation with allies. Officials say the change reflects evolving global security challenges and the need for stronger partnerships.
Under the revised framework, previous restrictions limiting defence exports have been removed. Instead, authorities will now assess each export case individually, allowing more flexibility in approving deals with partner nations.
The policy shift comes amid rising global tensions, including conflicts in Ukraine and the Middle East, which have put pressure on weapons production, especially in the United States. Countries are increasingly looking to diversify defence suppliers.
Japan’s move has been welcomed by allies such as the Philippines, which is expected to be among the first recipients of Japanese military equipment. However, China has expressed concern, warning against any shift toward militarism.
Despite the relaxed rules, Japan has stated it will maintain strict controls, including screening exports and restricting sales to countries involved in active conflicts. Exceptions may still be considered based on national security interests.
The government hopes that boosting defence exports will enhance production capacity, reduce costs, and support military readiness. The policy also aligns with Japan’s broader strategy to increase defence spending and strengthen its role in regional security.
