The government of Japan has approved a new bill mandating identity verification for users purchasing data-only SIM cards, as part of efforts to curb the growing misuse of mobile services in online fraud.
The decision was cleared by the cabinet in Tokyo and will be submitted to the ongoing parliamentary session for approval. The move comes in response to a surge in investment scams and cyber fraud cases, many of which have been conducted through messaging platforms like LINE.
Under the revised legislation, mobile carriers will be required to verify the identity of customers even if the SIM card is used only for data services. Previously, such checks were mandatory only for SIM cards that enabled voice calls.
The updated rules will also apply to short-term foreign visitors. Tourists purchasing prepaid data SIM cards will need to present valid identification, such as passports, to complete the verification process.
In addition, the law introduces stricter controls to prevent individuals from acquiring multiple SIM cards under different identities, a tactic commonly used in organized fraud operations.
Authorities believe that anonymous data SIM cards have been increasingly exploited in scams, particularly those involving fake investment schemes and phishing activities. By tightening verification requirements, officials aim to reduce the anonymity that enables such crimes.
The legislation is part of Japan’s broader strategy to strengthen digital security and protect consumers as online communication platforms continue to expand rapidly.
If passed, the new rules are expected to significantly impact both telecom operators and users, reinforcing accountability while enhancing safeguards against cybercrime.
