Japan’s expanding military presence in the Philippines has reignited historical tensions, as the planned return of Japanese troops for joint exercises marks the first such deployment since the end of World War II. While both nations emphasize growing security cooperation, critics argue that unresolved wartime issues continue to cast a shadow over the partnership.
At the center of the controversy is the long-standing issue of “comfort women,” referring to women who were forced into sexual slavery by the Japanese military during the war. Advocacy groups, including Lila Pilipina, have renewed calls for a formal apology and official reparations from Japan. Activists stress that previous statements by Japanese leaders, while expressing remorse, do not carry the weight of an official state policy.
The military cooperation has been strengthened through agreements like the Reciprocal Access Agreement, which allows easier movement of troops and equipment between the two countries. Supporters argue that this is necessary amid rising regional security challenges, particularly in the Indo-Pacific. However, opponents fear it could signal a broader remilitarisation of Japan and potentially expose the Philippines to future geopolitical risks.
Japanese officials maintain that the issue of wartime reparations has already been legally settled under international agreements and past treaties. They point to repeated expressions of apology by former leaders and emphasize their commitment to peace and cooperation. However, historians and civil society leaders in the Philippines argue that historical accountability remains incomplete, especially for survivors whose numbers are rapidly declining.
The debate highlights a deeper struggle between historical memory and present-day strategic interests. As both countries move closer in defense ties, questions remain over whether unresolved wartime grievances will continue to influence public opinion and shape the future of Japan-Philippines relations.
