The Kyrgyz government has reaffirmed its commitment to strengthening social welfare, healthcare, and education services following a high-profile working visit to Osh by Deputy Chairman of the Cabinet of Ministers Ulan Mamatkanov. The visit formed part of the “Open Cabinet: Area of Responsibility” media project, which provided journalists with direct access to government activities and development initiatives on the ground.
Throughout the day, media representatives accompanied Ulan Mamatkanov as he inspected key social and infrastructure projects across the Osh region. The initiative aimed to improve transparency and provide the public with a clearer understanding of how government programs are being implemented and monitored at the local level.
The Deputy Chairman began his visit with a meeting focused on the implementation of the “Bala Irysy” social benefit program. Discussions centered on administrative procedures, coordination among government agencies, and measures to ensure that eligible families receive support efficiently. Mamatkanov instructed relevant authorities to pay special attention to the timely and effective delivery of benefits to citizens.
The working visit coincided with International Children’s Day celebrations. Speaking at a special event held at the T. Satylganov Recreation Park, Mamatkanov highlighted the importance of investing in children and youth. He noted that more than 2.7 million children currently live in Kyrgyzstan and emphasized that supporting their education, well-being, and future opportunities remains a national priority.
Education infrastructure was another major focus of the visit. The Deputy Chairman inspected construction work at Secondary School No. 2 named after S. Zhigitov, which is being built to accommodate 1,200 students. The project was previously launched by President Sadyr Japarov and is expected to significantly improve educational opportunities in the region. Officials were instructed to maintain construction quality and ensure the project is completed on schedule.
Healthcare development was also reviewed during a visit to the Osh City Clinical Hospital. Mamatkanov examined the conditions available to patients and medical staff and assessed progress on a new 300-bed hospital building currently under construction. Discussions focused on improving healthcare accessibility, expanding medical infrastructure, and ensuring that ongoing projects meet required standards and deadlines.
The final stages of the visit highlighted the government's efforts to support entrepreneurship and social welfare. Mamatkanov met a local entrepreneur who received financial assistance through the social contract program to establish a sewing production business. He also visited the Osh City Department of Labor, Social Protection and Migration, where officials demonstrated how targeted support programs are delivered to citizens. The visit underscored the Kyrgyz government's broader strategy of combining social assistance, economic opportunity, healthcare improvements, and education investment to enhance the quality of life across the country.
