In a recent announcement, U.S. Secretary of State Marco Rubio revealed that Tom Barrack, the special envoy for Syria under President Donald Trump, will step down following the end of his formal appointment. Although he will vacate his official position, Barrack is set to maintain a significant role in shaping the United States' Middle East strategy and will continue to exert influence over U.S. policies concerning Syria and Iraq.
Rubio commended Barrack for his contributions as special envoy, highlighting his essential role in promoting the Trump administration's foreign policy ambitions in the area. He noted that Barrack's wealth of knowledge, established diplomatic ties, and alignment with the administration's objectives will enable him to remain a pivotal figure, even without holding an official title.
Tom Barrack, a close associate of Donald Trump and a businessman with deep connections in the Middle East, was tapped as the U.S. special envoy to Syria in May 2025, concurrently serving as the U.S. ambassador to Turkey. Throughout his assignment, Barrack emerged as a key architect of America's evolving strategy toward Syria in light of significant geopolitical changes in the nation.
He was instrumental in initiatives aimed at alleviating economic sanctions on Syria and fostering engagement with the country's new leadership following the downfall of former President Bashar al-Assad’s regime. His responsibilities also included regional security efforts, cooperation in counterterrorism, and fostering diplomatic relations with allies such as Turkey and Gulf states.
Experts argue that the expiration of Barrack’s official title should not be interpreted as a significant shift in policy. Observers suggest he will remain pivotal in managing U.S. relations concerning Syria, Iraq, and Turkey. Some view this move as an effort to streamline diplomatic efforts while ensuring continuity in the U.S. regional approach.
During his tenure, Barrack garnered attention for several prominent diplomatic undertakings. He was involved in overseeing negotiations concerning Syria’s transitional government, efforts to de-escalate regional tensions, and security arrangements among various stakeholders throughout the Middle East. Nevertheless, some of his views and policies have faced scrutiny from political factions and leaders in the region.
As of now, the State Department has yet to announce a successor to Barrack's envoy position, and Rubio’s statement implied that the administration favors sustaining existing diplomatic frameworks over introducing a new approach.
This development arises as the U.S. continues to evaluate its role in the Middle East amid ongoing political shifts, security issues, and diplomatic talks in the region. With Syria remaining a focal point of American foreign policy, Barrack is expected to continue playing a significant role in guiding Washington's strategy, even post-resignation.
