Mark Carney's Landmark Saudi Visit: $1 Billion in New Agreements

Canadian Prime Minister Mark Carney made a historic state visit to Saudi Arabia on Thursday, the first from Canada in over 25 years. This visit aims to enhance bilateral cooperation in various sectors, including mining, energy, and more, as Canada seeks to broaden its global trade endeavors.

Carney's trip followed a NATO summit in Türkiye, showcasing Canada's strategy to diversify its trade partners amid ongoing tariff impacts from the U.S. under former President Donald Trump.

Agreements on Mining, Energy, and AI Await Finalization

During the discussions, Canada and Saudi Arabia laid groundwork for collaboration in essential industries. As per an announcement from Carney's office, key agreements concerning mining, energy, and artificial intelligence are set to be finalized in the coming year.

Additionally, the countries signed 13 new agreements and memorandums of understanding (MoUs), collectively valued at $1 billion, covering various sectors including health and defense, which aim to bolster Canadian initiatives in mining and sustainable energy projects within Saudi Arabia.

Collaborative Efforts in LNG, Hydrogen, and Carbon Management

As part of his visit, Prime Minister Carney met with Amin Nasser, CEO of Saudi Aramco, to discuss agreements that focus on liquefied natural gas (LNG), hydrogen production, and carbon capture technologies. This underscores the intent to heighten energy sector cooperation.

The Prime Minister also brought along a delegation from Canada’s pension funds to seek investment avenues in the burgeoning energy and AI sectors of Saudi Arabia.

Engagements with Crown Prince Mohammed bin Salman

Carney held significant discussions with Saudi Crown Prince Mohammed bin Salman, resulting in agreements aimed at furthering collaboration between the two nations. This visit signifies a continued effort to mend relations following diplomatic strains.

Diplomatic Ties Repaired After Years of Strain

Tensions between Canada and Saudi Arabia heightened during Justin Trudeau's administration in 2018 due to criticisms surrounding human rights issues, which led to the expulsion of Canada’s ambassador and a halt in trade. The countries have been working towards normalizing relations since 2023.

Defending Canada's Initiatives in Saudi Arabia

In response to inquiries about strengthening ties with Saudi Arabia, Carney emphasized that engagement does not equate to approval of all actions taken by the Saudi government. He stated, "Engaging with the country doesn’t mean we agree with everything that’s going on." He also noted, "It’s more effective to engage than to lecture from a distance."

Continuing Trade Negotiations with the U.S.

Carney was also questioned about ongoing trade talks with the United States in relation to the North American Free Trade Agreement. He provided a succinct response, stating, "I’ll keep you posted."
