Nepal’s 17-Year Political Instability 14 Governments Since 2008

Since becoming a federal democratic republic in 2008, Nepal has experienced chronic political instability, witnessing 14 different governments in 17 years. None of these administrations have completed a full five-year term, largely due to coalition politics, party fragmentation, and frequent leadership struggles. This instability has hindered long-term policy implementation and fueled public frustration, especially among younger voters who feel disconnected from traditional parties.

Nepal’s shift from monarchy to republic was marked by decades of political upheaval. After centuries of royal rule, the monarchy was formally abolished in 2008 following mass movements and the 2001 royal massacre. The adoption of the 2015 constitution introduced a federal system and a mixed electoral model to ensure representation of marginalized communities. While this improved inclusivity, it also produced hung parliaments and fragile coalition governments that often prioritize power-sharing over long-term reforms.

The frequent changes in government have been driven by internal party splits, shifting alliances, and court interventions. Prominent leaders like KP Sharma Oli, Pushpa Kamal Dahal, and Sher Bahadur Deuba have rotated in power multiple times, with coalitions often collapsing when partners withdraw support. Leadership disputes and weak institutional mechanisms have further prevented the formation of stable administrations.

As Nepal heads into new elections, political observers note that systemic reforms and stronger institutions are essential to break the cycle of instability. Public demand for accountability, especially among the youth, underscores the need for governments that can deliver consistent governance, economic growth, and social progress for the country.
