North Korean leader Kim Jong Un has overseen cruise missile test launches from a newly constructed 5,000-ton destroyer, signalling an acceleration of the country’s naval nuclear weapons programme.
According to the state-run Korean Central News Agency (KCNA), Kim spent two days inspecting the warship — named Choe Hyon — at a western shipyard in Nampo ahead of its formal commissioning. During the visit, he observed the launch of multiple cruise missiles described by state media as “strategic,” a term Pyongyang typically uses to denote nuclear-capable systems.
Expanding Naval Strike Capability
The Choe Hyon destroyer was first unveiled in April 2025 and is reportedly equipped with advanced anti-air and anti-ship missile systems, as well as ballistic and cruise missiles capable of carrying nuclear payloads. After observing sea trials, Kim said the vessel met operational requirements and marked a “major step” in expanding the military’s preemptive strike capability.
KCNA also reported that Kim inspected the construction of a third destroyer of the same class at the Nampo shipyard. The vessel is expected to be completed by October to coincide with the anniversary of the ruling Workers' Party of Korea.
Kim has reportedly ordered the construction of at least two warships of similar or higher class annually over the next five years.
Previous Launch Incident
North Korea unveiled a second destroyer of the same class last year at Chongjin, but the vessel was damaged during a failed launch ceremony. At the time, Kim described the incident as a “criminal act” and demanded urgent repairs. The ship — later named Kang Kon — was relaunched months later, though independent analysts have questioned its full operational status.
Broader Nuclear Strategy
In recent years, Pyongyang has intensified efforts to diversify its nuclear delivery systems, including land-based intercontinental ballistic missiles and submarine-launched weapons. During recent party meetings, Kim outlined ambitions to develop a nuclear-powered submarine and expand underwater launch capabilities.
The latest naval developments come amid persistent tensions on the Korean Peninsula, particularly over the disputed Northern Limit Line maritime boundary drawn after the 1950–53 Korean War.
South Korea and Japan have previously condemned North Korea’s missile activities as violations of United Nations Security Council resolutions, while the United States has reaffirmed its security commitments to regional allies.
Regional Implications
Military analysts say the deployment of nuclear-capable systems on surface warships could complicate regional security calculations, potentially expanding North Korea’s second-strike capability and maritime deterrence posture.
The latest tests underscore Pyongyang’s continued focus on strengthening its naval forces as part of a broader strategy to modernise and expand its nuclear arsenal despite ongoing international sanctions.
