The Legal and Judicial Studies Center within Qatar’s Ministry of Justice has inaugurated a specialized training initiative aimed at battling money laundering and terrorism financing. This endeavor seeks to enhance legal knowledge and professional proficiency among employees across various ministries and governmental entities.
Spanning a week, the program is tailored to elevate participants’ comprehension of the applicable laws, protocols, and institutional duties linked to thwarting financial crimes. Additionally, it aims to prepare public sector employees for challenges associated with money laundering and terrorism financing.
The curriculum introduces participants to four critical areas:
General provisions of the law pertaining to money laundering and terrorism financing.
Investigation protocols and precautionary measures as outlined in the Criminal Procedure Code.
International collaboration and extradition procedures, highlighting their significance.
Criminal penalties associated with designated offenses.
Beyond theoretical instruction, the program includes hands-on applications and exercises intended to deepen participants’ grasp of the regulatory and procedural framework governing these financial crimes.
The training content is based on various national laws, notably Law No. (20) of 2019 regarding Combating Money Laundering and Terror Financing, along with its Executive Regulations per Cabinet Decision No. 41 of 2019. The syllabus also incorporates the Penal Code and the Code of Criminal Procedure.
Participants will gain insights into the national authorities tasked with combating money laundering and terrorism financing, including the roles these institutions play in law enforcement.
To provide targeted training, the Ministry has organized participants into two distinct groups.
The first group comprises legal professionals affiliated with various ministries, while the second includes non-legal personnel engaged in sectors involved in tackling money laundering and terrorism financing.
Dr. Abdullah Hamad Al Khaldi, Director of the Legal and Judicial Studies Center, emphasized that the program embodies the Ministry of Justice’s dedication to fostering national legal expertise and enhancing preparedness to confront contemporary financial crimes.
“Efforts to combat money laundering and terrorism financing are legislative and institutional imperatives that necessitate a thorough understanding of the related legal and procedural frameworks, along with effective collaboration among national and international stakeholders,” Dr. Al Khaldi remarked.
He further noted that this program is specifically designed for legal professionals in government roles and will unfold over five workdays—from Sunday to Thursday—offering four hours of instruction daily, totaling 20 hours of training.
Dr. Al Khaldi expressed confidence that the program would equip participants with a robust comprehension of foundational concepts regarding the fight against money laundering and terrorism financing, as well as the responsibilities of the pertinent national authorities and the necessity for international collaboration in tackling financial crimes.
The training will also elaborate on the criminalized activities and the penalties delineated by law, aiding participants in understanding preventive and enforcement strategies.
According to the Ministry of Justice, this program is part of its sustained efforts to bolster specialized legal training and elevate the competence of national professionals dealing with financial crime issues.
By enhancing expertise in money laundering, terrorism financing, and transnational crime cases, this initiative seeks to reinforce the rule of law and improve the efficacy of the national justice system.
