Qatar has taken a leading role in the fourth round of international discussions aimed at enhancing political commitment to International Humanitarian Law (IHL), organized by the International Committee of the Red Cross in Geneva.
Representing Qatar, Abdulaziz Mohammed Al Mansouri, Second Secretary at the Permanent Mission to the United Nations, chaired a significant session centered on “International Humanitarian Law and Peace.”
In his address, Al Mansouri pointed out that armed conflicts inherently affect societies in profound and lasting ways. He underscored that breaches of international humanitarian law exacerbate tensions, undermine trust, and hinder the path to sustainable peace.
He stressed that every conflict response should aim at fostering a return to peace, indicating that actions taken during warfare must support community cohesion post-conflict.
Al Mansouri noted that the outcome document from this initiative seeks to translate the ideas and experiences of nations into actionable recommendations spanning all phases of conflict—prior, during, and after hostilities.
The initial segment concentrates on bolstering preventive measures in peacetime, which includes safeguarding vulnerable individuals such as missing persons and detainees while continuing disarmament initiatives.
The second segment emphasizes the crucial role of humanitarian law in mediatory efforts and ceasefire agreements during conflicts.
Finally, the third segment addresses recovery post-conflict, providing a checklist of actions to ensure the continued observance of humanitarian law and facilitate lasting peace.
Qatar is co-chairing this initiative with Saudi Arabia, Bangladesh, Colombia, and Ethiopia, in partnership with the International Committee of the Red Cross.
