Qatar Strengthens Global Resolve Against Terrorism at UN Review

The State of Qatar has reiterated its firm stance against terrorism in all its facets, regardless of the perpetrators or their motivations. The nation identified terrorism as a significant menace to global peace, stability, sustainable development, human rights, and legal order.

This declaration was made by HE Permanent Representative of Qatar to the United Nations, Sheikha Alya Ahmed bin Saif Al-Thani, during the ninth review of the United Nations Global Counter-Terrorism Strategy held at UN Headquarters in New York City.

Qatar's Support for UN Counter-Terrorism Initiatives

In her address, Her Excellency reinforced Qatar's commitment to the United Nations Global Counter-Terrorism Strategy. She expressed that the country is dedicated to implementing all four strategic pillars in a holistic and balanced manner, adhering to relevant UN General Assembly and Security Council resolutions, alongside pertinent international and regional agreements.

Proactive Measures to Combat the Root Causes of Terrorism

Her Excellency stressed that effectively preventing terrorism necessitates addressing the underlying conditions that foster extremist movements. Factors such as conflict, foreign occupation, hate speech, and human rights abuses create environments that terrorist groups exploit for recruitment and mobilization.

She added that Qatar is committed to supporting initiatives that empower youth, enhance educational opportunities, and foster dialogue and understanding as integral components in the fight against violent extremism.

Furthermore, she emphasized the importance of promoting tolerance and respect for religious values in countering extremist narratives. Her Excellency asserted that terrorism should never be associated with any particular faith, nationality, civilization, culture, or ethnic group while highlighting the need to confront threats driven by intolerance, racism, xenophobia, and Islamophobia.

Leading Contributor to the UN Counter-Terrorism Office

Her Excellency indicated that Qatar has significantly strengthened its collaboration with the United Nations Office of Counter-Terrorism, being among the first nations to provide financial support after its establishment.

Since 2019, Qatar has consistently contributed an annual grant of $15 million, extending this funding through 2026. Qatar's total contributions have now surpassed $141 million, making it the largest donor to the UN Office of Counter-Terrorism by accounting for nearly a third of all donations to the Counter-Terrorism Trust Fund.

Commitment to Global Counter-Terrorism Efforts

Her Excellency affirmed that Qatar remains engaged with the Office of Counter-Terrorism through initiatives in leadership, coordination, capacity-building, and technical support, aligning with the priorities outlined in the UN Global Counter-Terrorism Strategy review.

These efforts encompass strategies to mitigate terrorist travel, secure vulnerable sites, and enhance safety for major international sporting events.

She also noted that Doha has been hosting the International Hub on Behavioral Insights to Counter Terrorism since 2020, establishing it as a key program office for the UN Office of Counter-Terrorism outside of its main headquarters.

Her Excellency expressed appreciation for the office's continued collaboration with entities within the UN Global Counter-Terrorism Coordination Compact, stating that these initiatives aim to assist member states while enhancing transparency, accountability, unified outcomes, and more effective UN support.

Advancing Domestic Counter-Terrorism Framework

On a national level, Her Excellency stated that Qatar has made ongoing enhancements to its legislative and institutional frameworks aimed at countering terrorism. This includes initiatives to prevent and curtail terrorist financing and criminalizing terrorist acts in accordance with international obligations.

She highlighted that Qatar has implemented a comprehensive national strategy to combat terrorism and violent extremism, fully aligning with the UN Global Counter-Terrorism Strategy. This strategy emphasizes prevention, protection, prosecution, and recovery, executed through coordinated action plans led by the National Counter-Terrorism Committee in collaboration with pertinent national entities.

Reaffirming Global Dedication

In concluding her remarks, Her Excellency reaffirmed Qatar's unwavering commitment to supporting international efforts aimed at realizing the shared ambition of a future devoid of terrorism.
