Qatar's New Bicycle Master Plan Expands to 3,800km Network

The updated Qatar Bicycle Master Plan (QBMP) has been launched by the Ministry of Transport (MOT), aiming to create a robust framework for cycling and micromobility development in the nation. This initiative seeks to boost safety, enhance infrastructure, and establish a sustainable and connected transportation ecosystem that addresses current and future mobility demands.

Designed to tackle Qatar's swift population growth and urban landscape changes, the updated plan aspires to offer safe, efficient, and eco-friendly mobility choices, ultimately enhancing the quality of life for residents.

The revision of QBMP was the result of extensive cooperation involving various government bodies, private sectors, educational institutions, and research organizations. As part of the initiative, over 1,500 kilometres of active cycling routes were assessed, which includes 937 kilometres dedicated to cycling tracks and 561 kilometres linked to pedestrian pathways.

The development involved conducting over 5,000 surveys across Qatar to comprehend the usage of micromobility devices and discover means to foster broader acceptance. Additionally, more than 120 technical discussions took place with key stakeholders, along with a review of over 60 national and international best-practice documents.

Findings reveal that approximately 19 percent of individuals in Qatar possess a bicycle or micromobility device, yet these account for less than 1 percent of daily journeys, indicating significant growth potential.

To promote the use of bicycles for commuting, recreation, and sports, the revamped master plan emphasizes creating safe and sustainable infrastructure while regulating emerging micromobility options.

A key aspect of this plan is the introduction of over 3,800 kilometres of new cycling routes nationwide. This includes constructing more than 110 kilometres of grade-separated crossings for enhanced safety and establishing seven major amenity hubs for bicycle and e-scooter users.

The enhanced QBMP incorporates 17 policies, 18 implementation plans, and 348 support measures. Furthermore, it introduces the Qatar Bike Infrastructure Planning and Design Guide (QBIG), detailing standards and guidelines for designing safe and efficient cycling and micromobility systems. A comprehensive GIS geodatabase will also be developed to map current infrastructure, future undertakings, and essential data layers.

Eng. Abdullah Seif Al Sulaiti, Assistant Undersecretary for Land Transport Affairs at MOT, remarked that the QBMP symbolizes the ministry’s dedication to establishing a resilient, integrated, and sustainable transportation framework that enhances accessibility to vital locations while advocating environmentally responsible travel methods.

He also highlighted that the plan aligns with the Ministry of Transport Strategy, Qatar’s Third National Development Strategy (2024-2030), and the aspirations of Qatar National Vision 2030, aiming to mitigate carbon emissions, improve public health, support sustainable economic progress, and optimize transport network efficiency.

The ministry seeks to collaborate closely with partners to roll out the plan in short-, medium-, and long-term phases, including well-defined project priorities and performance metrics for progress monitoring to ensure successful and sustainable implementation.

Officials underscored the significance of robust cooperation among government entities, private sectors, academic institutions, and other stakeholders in realizing the plan’s aims and fortifying Qatar’s status as a frontrunner in sustainable transportation and active mobility.
