Singapore has officially launched an enhanced version of the Singapore–Timor-Leste ASEAN Readiness Support (STARs) package. This move is a major step forward in helping Timor-Leste become a full member of the Association of Southeast Asian Nations (ASEAN). The announcement was made on Monday, July 15, during a visit by Timor-Leste’s Prime Minister Kay Rala Xanana Gusmao to Singapore.
This new support plan is not just about welcoming Timor-Leste into ASEAN. It is also meant to help the country grow in the long term by offering training, leadership development, and opportunities for its young leaders.
Enhanced STARs Package Announced
Singapore’s Prime Minister Lawrence Wong introduced the enhanced package at an official lunch held in honour of Prime Minister Gusmao. He shared that the updated STARs programme will provide more focused support to Timor-Leste, particularly in the following areas:
Prime Minister Wong called Timor-Leste’s expected entry into ASEAN “a significant milestone,” both for the young Southeast Asian country and the regional group as a whole. “Singapore looks forward to welcoming you warmly to the ASEAN family,” Wong said. “We will continue to stand with you on this journey.”
A Strong Partnership Built Over Time
The STARs package is not new. It was first introduced in 2002 as a specially designed programme to prepare Timorese officials for future ASEAN membership. Singapore created this programme to share its knowledge and experiences with Timor-Leste’s government, helping them gain the skills needed to participate fully in ASEAN activities.
According to Singapore’s Ministry of Foreign Affairs, more than 1,100 officials from Timor-Leste have already taken part in training sessions and courses under the Singapore Cooperation Programme and the original STARs package. These efforts have built strong links between the two countries and given many Timorese leaders a better understanding of ASEAN operations.
Leaders Meet in Singapore
Prime Minister Gusmao arrived in Singapore on Sunday for a four-day official visit, which ends on Wednesday. This is his second official trip to the island republic.

A Big Step for Timor-Leste and ASEAN
Timor-Leste is expected to officially become the 11th member of ASEAN during the 47th ASEAN Summit, which will take place in October in Kuala Lumpur, Malaysia. This event will mark a historic moment for the small nation, which gained its independence in 2002.
ASEAN is a regional group made up of Southeast Asian countries working together on issues like economic growth, peace, security, and cultural exchange. Current members include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.
Timor-Leste has long wished to become part of ASEAN and began applying for full membership over a decade ago. It was given observer status in 2022 and has since worked hard to meet the requirements for full membership.
Support from ASEAN Foreign Ministers
During the 58th ASEAN Foreign Ministers’ Meeting held recently, all the ministers issued a Joint Communiqué expressing their support for Timor-Leste’s upcoming membership. They promised to help speed up the country’s acceptance into important ASEAN economic agreements, which are essential for full membership.
These agreements are related to trade, investments, and services, and they help members work together more easily in the region. Full access to these agreements will give Timor-Leste a better chance to grow its economy and create more job opportunities for its people.
Timor-Leste’s Path Toward Growth
Timor-Leste is one of the youngest nations in the world, having become independent in 2002 after years of struggle. It has faced many challenges, such as poverty, a lack of infrastructure, and political instability. However, its leaders have remained determined to improve the country and make it a respected part of the international community.
Joining ASEAN is seen as an important step for Timor-Leste to boost its economy, attract investment, and connect with the rest of Southeast Asia. With the help of Singapore and other ASEAN members, the country hopes to improve in areas like trade, tourism, education, and digital technology.
Prime Minister Gusmao has long supported ASEAN membership. He believes that being part of the group will help Timor-Leste not only grow economically but also take part in discussions and decisions that affect the region.
Focus on Youth and Leadership
One key part of the enhanced STARs package is leadership development. Singapore will offer scholarships and training for young Timorese leaders.
