Singapore and Japan have agreed to strengthen cooperation in regulating electricity and gas markets after their energy regulators signed a new memorandum of cooperation (MOC).
The agreement was signed on 13 July in Singapore by Energy Market Authority (EMA) Chief Executive Puah Kok Keong and Electricity and Gas Market Surveillance Commission (EGC) Secretary General Tatsuya Shinkawa.
The memorandum focuses on cooperation and information sharing between the two countries on electricity and gas market regulation.
Under the agreement, the EMA and Japan’s EGC will share knowledge and experiences related to energy market surveillance, regulatory frameworks, and measures to maintain system stability.

These efforts aim to support better understanding and cooperation between both regulators as energy markets continue to evolve.
EMA Chief Executive Puah Kok Keong said the partnership is part of the authority’s ongoing efforts to ensure its regulatory approaches remain updated in response to changes in the energy sector.
He added that further discussions between the two regulators will continue during the Regulators@SIEW event at the Singapore International Energy Week in October.
EGC Secretary General Tatsuya Shinkawa said Japan and Singapore have similar characteristics in their energy sectors and face common challenges in maintaining reliable energy supplies and efficient electricity markets.
He said the cooperation agreement will help strengthen collaboration, encourage the exchange of experiences, and support consumer protection efforts in both countries.
