Singapore has passed amendments to its Road Traffic Act that will lower the legal alcohol limits for drink driving and introduce tougher penalties for serious traffic offences. The new law was approved by Parliament on Aug. 4 after more than five hours of debate involving 27 Members of Parliament.
Second Minister for Home Affairs Sim Ann said the revised alcohol limits are based on scientific evidence showing that even low levels of alcohol can impair a driver's judgment, reaction time and overall ability to drive safely. The changes are aimed at improving road safety, reducing traffic accidents and holding dangerous drivers more accountable.
Under the new law, the legal alcohol limit will be reduced from 35mcg to 15mcg of alcohol per 100ml of breath and from 80mg to 30mg of alcohol per 100ml of blood. These are the first changes to Singapore's prescribed alcohol limits since 1985.
The legislation also increases penalties for dangerous driving causing grievous hurt and introduces a new offence of purposeful endangerment, targeting drivers who deliberately use a vehicle to endanger another person's life or safety. Offenders convicted of causing death under this offence could face significantly harsher punishment than under existing dangerous driving laws.
Sim Ann said the amendments are intended to strengthen accountability for the most serious road offences, deter driving under the influence of alcohol or drugs, and improve traffic law enforcement. She added that offenders with very high blood alcohol levels should face imprisonment, reinforcing the government's message that if you drink, do not drive.
The amendments form part of Singapore's broader effort to strengthen road safety laws following a rise in traffic fatalities. The government hopes the stricter drink-driving limits and tougher penalties will help reduce dangerous behaviour on the roads and make them safer for all road users.
