Singapore has made it clear that it will not enter into any negotiations with Iran regarding safe passage or toll charges through the Strait of Hormuz. Speaking in Parliament, Foreign Minister Vivian Balakrishnan emphasized that such transit is a fundamental right of all nations and not a privilege controlled by bordering states.
He stressed that international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), guarantees the right of transit passage. According to Article 44 of the convention, countries bordering key maritime straits must not obstruct or suspend the movement of ships.
Balakrishnan noted that Singapore’s position remains consistent with its long-standing policy on international navigation. He compared the Strait of Hormuz to other vital global waterways such as the Straits of Malacca and Singapore, highlighting their shared importance in global trade and maritime security.
The minister added that Singapore continues to monitor developments in the region closely. Authorities, including the Maritime and Port Authority of Singapore, are actively coordinating with ship owners and international stakeholders to ensure safe and uninterrupted passage through the Persian Gulf.
