South Korea is reviewing whether to join a NATO-led initiative aimed at funding the purchase of U.S.-made weapons for Ukraine, according to diplomatic sources. The move is being considered as part of broader discussions with NATO on ways to support Ukraine amid the ongoing conflict with Russia. Seoul has so far emphasized humanitarian aid and non-lethal military assistance.
If South Korea joins the Prioritized Ukraine Requirements List (PURL), it could significantly deepen defense cooperation with European nations. The initiative, launched by the United States and NATO in mid-2025, allows participating countries to pool financial contributions, which are then used by Washington to supply weapons and critical defense equipment to Ukraine more efficiently.
Officials noted that participation may also carry diplomatic risks, particularly in relations with Russia, which have already deteriorated since Moscow’s invasion of Ukraine in 2022. Ties have worsened further due to growing military cooperation between Russia and North Korea, a development closely watched by Seoul.
Experts believe the decision is being weighed carefully, balancing strategic alignment with NATO against potential economic and diplomatic consequences. South Korea has emerged as a major global arms exporter and is seeking to expand its defense footprint in Europe and other NATO markets.
The review follows a series of high-level engagements between Seoul and NATO leadership, reflecting growing security cooperation. South Korean authorities are expected to continue consultations before making a final decision on whether to formally join the PURL mechanism.
