The Thai government has announced a new approach to resolving long-standing land ownership disputes in and around Thap Lan National Park. The initiative aims to balance the rights of local communities with the protection of forests and natural resources through a framework based on law, evidence and transparency.
Focus on Legal Boundaries and Fairness
According to officials, the new policy follows the Cabinet resolution adopted in 2023, which introduced the One Map system to clearly define state land boundaries. The system is expected to reduce overlapping claims and improve land management across conservation zones.
Rights Verification for Local Residents
Authorities have begun preparations to verify land rights for around 5,200 households believed to have lived and farmed in the area before it was designated as a national park. The verification process is expected to be completed within six months using aerial imagery and scientific evidence.
Strict Action Against Encroachers
The government has stressed that no amnesty will be granted to individuals or businesses that illegally occupied forest land. Resort operators, hotel owners and investors facing legal cases will continue to be prosecuted under existing laws without exception.
Land Reorganisation Plan Explained
Officials said the reorganisation will cover nearly 260,000 rai of land. Areas with recognised legal rights, including agricultural reform zones and government settlement projects, will be transferred to relevant agencies and communities. Other disputed zones will remain under close review.
Forest Protection Remains Priority
The administration clarified that the plan is not intended to reduce protected forest areas. Instead, nearly 89,000 rai of pristine forest land will be incorporated into Thap Lan National Park to strengthen conservation efforts and improve ecosystem protection.

Thai authorities said the initiative is designed to ensure justice for eligible residents while safeguarding natural resources for future generations. Officials reaffirmed that all decisions will be based on facts, legal procedures and long-term environmental sustainability.
