The United Arab Emirates took part in the 11th Annual Meeting of the BRICS Counter-Terrorism Working Group, which took place in New Delhi, India, on May 21-22. This gathering commemorated a decade since the BRICS counter-terrorism platform was formed.
His Excellency Maqsood Kruse, Special Envoy of the Minister of Foreign Affairs for Countering Violent Extremism and Terrorism, was at the helm of the UAE delegation.
During the session, the UAE underscored its unwavering commitment to enhancing international collaboration against terrorism and violent extremism, while recognizing the necessity of addressing new dangers from extremist groups.
In his remarks, Kruse expressed gratitude to India for hosting the event and congratulated the nation for assuming the BRICS chairmanship for 2026. He emphasized the significance of global dialogue and coordinated efforts to confront fast-changing security challenges worldwide.
Kruse pointed out how terrorists and extremist factions are increasingly leveraging cyberspace and advanced technologies like artificial intelligence for recruitment and funding. He stressed the pressing need for enhanced global cooperation to combat such threats.
He argued that a thorough and multidimensional strategy is essential to effectively tackle terrorism, focusing on not just immediate security threats but also the deeper roots of extremism.
According to Kruse, the UAE's plan prioritizes long-term preventive measures and initiatives designed to confront the underlying issues of hatred, intolerance, extremism, and terrorism. He highlighted that the UAE accommodates several globally recognized institutions and initiatives oriented towards prevention and international collaboration.
In its capacity as co-chair with China of the BRICS Sub-Working Group on Preventing the Misuse of the Internet for Terrorist Purposes, the UAE delegation introduced a concept paper detailing strategies to bolster international cooperation against the exploitation of digital platforms and emerging technologies by terrorists.
The team also shared a case study illustrating the UAE’s efforts in combating terrorism financing through robust legislative frameworks and institutional frameworks in line with international standards. The UAE reiterated its steadfast rejection of terrorism and extremism in every form.
Kruse further advocated for a balanced international strategy that intertwines security, development, and human rights, urging for increased intelligence sharing, stronger cybersecurity collaborations, and better coordination on digital assets and decentralized financial systems to thwart their exploitation by terrorist organizations.
On the sidelines of the meeting, the UAE delegation conducted bilateral dialogues with representatives from India, Russia, and China, aiming to explore avenues for deeper collaboration and sharing expertise in counter-terrorism efforts.
The UAE concluded by reasserting its commitment to close cooperation with BRICS member nations and partner states to bolster global initiatives focused on eradicating international terrorism and fostering global peace, stability, and security.
