In a dramatic escalation, Ukraine has intensified its long-range drone assaults on Russian territory, fueling fears of escalating conflict. On June 28, 2026, strikes ignited a significant fire at a key oil refinery in southern Russia, according to local officials, claiming at least two lives.
This surge in drone offensives forms part of Ukraine's broader strategy to cripple Russia's energy supply and military capabilities as the war enters its fifth year. Ukrainian forces have increasingly zeroed in on sites that bolster the Kremlin's war efforts, aiming to curtail revenue from energy exports and diminish logistical support.
Ukrainian President Volodymyr Zelenskyy reported that two oil refineries were successfully targeted during the latest operation. He conveyed via Telegram, "Our long-range sanctions reached two oil refineries in Russia. Each strike serves to deplete the resources fueling the Russian military, bringing us closer to peace."
One of the impacted installations was the Sloviansk oil refinery located in Slavyansk-na-Kubani, situated in the region of Krasnodar.
According to reports, debris from intercepted drones triggered a fire at the Sloviansk refinery. Russian officials indicated that this incident resulted in one fatality in Sloviansk, and another injury occurred in a nearby village.
The Sloviansk facility stands as one of the largest in southern Russia, processing nearly four million tonnes of crude oil a year, according to its operator. Its output significantly contributes to Russia's energy exports through Black Sea ports.
Images circulating on Russian social media depicted thick smoke engulfing the refinery, although verifications by The Associated Press are pending.
Zelenskyy also announced that an additional refinery located in Yaroslavl, approximately 700 kilometers from Ukraine, was assaulted during the overnight mission. Immediate confirmation from Russian authorities regarding damage is still awaited.
Yaroslavl's Governor, Mikhail Evraev, noted temporary road closures between Moscow and Yaroslavl due to what he described as an "enemy attack by Ukrainian drones."
Additionally, operations at Yaroslavl Airport and several southern and western Russian airports were temporarily halted.
Ukraine has methodically targeted Russian energy facilities to weaken Moscow's military financing. Despite ongoing Western sanctions, Russia remains a significant global oil and gas exporter.
Recent actions have also focused on disrupting fuel supply lines to Crimea, which has faced severe fuel restrictions, described as the worst crisis since its annexation in 2014.
In response to these developments, Russian Deputy Prime Minister Alexander Novak announced a review of fuel export agreements to safeguard domestic supplies. He explained that there are no current bans, but evaluations will be handled case by case with partner nations.
In other regions, new purchase limits are being imposed. For instance, drivers in Irkutsk can only obtain up to 50 liters of fuel per day at state-run Rosneft stations, with private retailers likely applying even stricter measures.
Ukrainian drone attacks have reportedly resulted in casualties in Russia's Belgorod region, with one death and another individual injured on the same day. Russia's Defense Ministry announced that its air defense units intercepted a total of 213 drones across Russia, Crimea, and surrounding seas.
Meanwhile, Ukraine's military detailed that Russia launched 142 attack drones and eight missiles, with 125 drones and seven missiles intercepted by Ukrainian defenses.
