US Moves to Curb China AI Model Exploitation

The administration of Donald Trump has announced plans to take strict action against foreign companies accused of exploiting American artificial intelligence systems, with a particular focus on China. The move highlights growing tensions between the two global powers in the rapidly evolving AI sector.

According to a memorandum issued by Michael Kratsios, foreign entities, especially those based in China, are allegedly using advanced techniques to extract capabilities from U.S.-developed AI models. This process, often referred to as “distillation,” allows competitors to replicate advanced features at a lower cost.

The U.S. government has stated that it will collaborate with domestic AI companies to identify such activities, strengthen defenses, and impose penalties on those found violating intellectual property norms. The initiative aims to protect American innovation and maintain its leadership in artificial intelligence.

The announcement comes at a time when China is rapidly closing the technological gap with the United States in AI development. Reports suggest that the performance difference between leading AI models from both countries has significantly narrowed in recent years.

China has rejected the allegations, with officials urging the United States to avoid what they describe as unfair suppression of Chinese technology companies. Representatives from China emphasized their commitment to fair competition and the protection of intellectual property rights.

The issue has also gained attention in the U.S. Congress, where lawmakers are considering measures to identify and penalize foreign actors involved in extracting key features from American AI systems. These actions could include sanctions and stricter regulations on technology sharing.

Industry experts note that distinguishing between legitimate data usage and unauthorized extraction remains a complex challenge. However, increased coordination between government agencies and technology firms is expected to play a key role in addressing the issue.

The developments signal an intensifying global competition in artificial intelligence, with both the United States and China striving to lead in innovation, economic benefits, and strategic influence.
