US Loosens Export Restrictions on UAE for AI Chips and Military Gear

The United States has loosened export restrictions on the United Arab Emirates (UAE), facilitating the transfer of sophisticated artificial intelligence (AI) chips, military gear, commercial satellites, spacecraft, and various high-tech products to the Gulf nation.

This fresh regulation, unveiled on Friday via the U.S. Federal Register, permits the UAE government and specific authorized companies to receive advanced computing products without the burden of export licenses. This move underscores the maturing strategic alliance between the United States and the UAE while opening new commercial avenues for American tech firms.

UAE Authorities and Selected Firms Enjoy License-Free Access

With the revised guidelines, the UAE government and chosen organizations will now have unrestricted access to advanced computing products, which include AI chips and servers, without the necessity of export licenses.

Companies such as G42 and Core42 will gain significant advantages from this announcement. U.S. firms with operations in the UAE, alongside their local branches, are also encompassed in this initiative. Notable companies like Amazon, Apple, xAI, Google, Meta, Microsoft, OpenAI, and Oracle are included as well.

The Commerce Department additionally announced its intent to favorably assess future export license applications for AI chips and servers from UAE-based investment firm MGX.

Emphasis on Long-Term Security Collaboration

The U.S. Commerce Department stated that this decision draws from decades of collaboration between the United States and the UAE in tackling regional security challenges, notably efforts against Iran and organizations such as Hamas, Hezbollah, and the Houthis.

The agency also noted that the UAE has played a pivotal role in promoting U.S. interests during Operation Epic Fury, which involved U.S.-Israeli military actions targeting Iran starting in February.

UAE Elevation to Preferred Export Control Group

With the new regulation, the Commerce Department has upgraded the UAE into a group that allows wider export license exemptions for military and dual-use products overseen by the department.

Interestingly, the UAE becomes the only country in this group that is not affiliated with multilateral export control frameworks, with its peers primarily consisting of NATO members and other close U.S. allies.

Notably, neighboring nations like Israel and Saudi Arabia are not included in this export control category.

Expanded Access for Energy and Civil Nuclear Projects

The amended export regulations also grant license-free access to specific technologies pivotal for oil and gas operations as well as civil nuclear energy generation.

According to the Commerce Department, the UAE stands as the largest U.S. trading partner in the Middle East, with its foreign direct investments in the United States exceeding $1 trillion.

Agreement Strengthens 2025 AI Chip Framework

This latest decision builds upon a preliminary agreement reached in 2025, which permitted the UAE to import countless Nvidia AI chips.

The Commerce Department indicated that Friday's announcement aligns with the finalized May 2025 framework, which laid out the parameters for expanding advanced computing exports to the UAE.

Past Licensing Issues Under Scrutiny

Previous export licenses granted to companies like G42 attracted attention due to concerns regarding the potential transfer of sensitive U.S. technology to Chinese clients.

A former official from the Commerce Department noted that under the fresh framework, approved companies will enjoy license-free access, mitigating the likelihood of internal discussions within the U.S. administration about such approvals.

Senator Elizabeth Warren Voices Concerns

This policy shift has been criticized by Senator Elizabeth Warren, who serves as the ranking member of the Senate Banking Committee.

Warren expressed that a UAE royal linked with G42 and MGX had acquired a 49% stake in World Liberty Financial, dubbed the Trump crypto firm.

Warren highlighted that the Commerce Department is facilitating G42’s license-free access to cutting-edge AI chips while promising favorable application treatment for MGX, raising alarms about potential national security risks of diverting sensitive technology to China.
