Vietnam's Ministry of Interior has acknowledged a proposal seeking additional financial support for chairpersons of the Association of Former Youth Volunteers at the commune level who are no longer of working age and are not eligible to receive pensions. The proposal was submitted by Nguyen Xuan Hau from Cao Bang Province and has sparked discussions regarding welfare support for retired community leaders.
According to the Ministry of Interior, the issue is currently being considered as part of a broader review of policies governing mass organizations and social associations operating under the guidance of the Party and State. Authorities are examining ways to improve organizational structures and support mechanisms for individuals serving in these groups.
The ministry explained that the Party Committee of the Vietnam Fatherland Front and several central organizations are working on a comprehensive assessment of existing regulations. The review includes evaluating the implementation of earlier directives and proposing amendments to current rules that govern associations assigned public duties.
Officials noted that once new guidelines are issued by the Politburo and the Secretariat, the Ministry of Interior will coordinate with relevant agencies to update existing legal frameworks. These revisions are expected to include amendments to Decree No. 126/2024, which regulates the organization, operation, and management of associations across the country.
At the same time, the ministry has already prepared a draft decree proposing changes to current regulations. The draft is being circulated among ministries, local governments, associations, and the public for consultation. One of the key areas under review is the remuneration policy for retired individuals serving in full-time leadership positions within associations.
The ministry stated that the proposal regarding commune-level former youth volunteer association leaders has been officially recorded and will be carefully studied during the policy revision process. Authorities aim to ensure that future support measures are aligned with practical needs, legal requirements, and national development priorities.
If approved, the proposed amendments could provide greater financial security and recognition for former grassroots leaders who have dedicated years of service to community development. The move is also seen as part of Vietnam’s ongoing efforts to strengthen social welfare policies and improve support systems for retired public contributors.
