Vietnam Proposes New Vehicle Limits for Commune Offices

Vietnam's Ministry of Finance has proposed new standards and quotas for the use of automobiles by commune-level authorities and public service institutions. The proposal is included in a draft decree designed to update existing regulations governing official vehicle usage across the country.

The ministry said the draft expands the scope of current regulations by including commune-level agencies and organizations. The move aims to ensure consistency in vehicle allocation following administrative restructuring and governance reforms.

Maximum Two Vehicles for Each Commune

Under the draft proposal, commune-level Party Committees, People's Councils, People's Committees, Fatherland Front Committees and other local organizations would be allowed a maximum of two vehicles for general administrative work.

The ministry believes this limit will help maintain efficiency while ensuring local authorities have adequate transportation resources to perform public duties and deliver services to residents.

Additional Vehicles for Larger Units

The draft also includes provisions for affiliated units operating under commune administrations. Units with legal status, independent financial accounts and at least 20 employees may qualify for additional vehicle allocations.

The number of vehicles assigned would depend on staff size and operational requirements. Larger organizations could receive additional vehicles based on workforce levels and service demands.

Public Institutions Included in Proposal

The Ministry of Finance has largely retained existing rules for public non-business units, including schools, hospitals and training institutions. However, the proposal introduces greater flexibility for organizations that are financially self-sufficient.

Units capable of covering both operational and investment expenses may be permitted to acquire additional vehicles if necessary for public service delivery and if funding is available through approved sources.

Vehicle Quotas Based on Workforce Size

For healthcare, education and training institutions, vehicle quotas would range from one vehicle for organizations with fewer than 100 staff members to six vehicles for institutions employing more than 2,000 people.

Public service units outside the healthcare and education sectors would follow a separate quota system, with allocations increasing according to employee numbers and operational needs.

Focus on Efficiency and Accountability

The ministry stated that the new regulations aim to balance operational requirements with efficient use of public resources. Authorities want to ensure that vehicle procurement and management remain transparent while providing agencies with the tools necessary to serve the public effectively.

Officials emphasized that self-financing organizations should have greater flexibility while still adhering to principles of economy and accountability.

Draft Open for Public Feedback

The draft decree is currently available for public consultation, and the Ministry of Finance is encouraging feedback from government agencies, organizations and citizens before finalizing the regulations.

If approved, the new rules are expected to create a more standardized and transparent framework for official vehicle management across Vietnam's public sector.
