The Vietnamese government has announced a major push to accelerate the implementation of the national Strategy on Ethnic Affairs until 2030, with a long-term vision extending to 2045. Deputy Prime Minister Ho Quoc Dung signed Directive No. 19/CT-TTg, outlining key priorities aimed at improving living conditions, infrastructure, education, healthcare, and economic development in ethnic minority and mountainous regions across the country.
The directive highlighted that Vietnam has achieved significant progress in recent years through multiple ethnic support programs and policies introduced by the Party and the State. Authorities stated that poverty rates in ethnic minority and mountainous areas have declined faster than the national average, while social equality, national unity, and public confidence in the government have strengthened. Officials also noted that living standards and access to basic services have improved considerably in many remote communities.
Despite these achievements, the government acknowledged that many ethnic minority and mountainous areas still face serious development challenges. Infrastructure remains weak in several remote regions, while the quality of education and workforce training continues to lag behind national standards. Authorities also identified ongoing concerns related to housing, clean water, agricultural land, and resettlement programs for local communities.
The Vietnamese government stated that ministries, central agencies, and provincial administrations must now focus on accelerating projects and policies designed specifically for disadvantaged ethnic regions. The directive calls for stronger state management, better coordination among government bodies, and more effective implementation of development programs aimed at reducing poverty and strengthening economic growth in remote communities.
Particular attention will be given to border regions and ethnic groups with very small populations. Authorities plan to increase investments in essential infrastructure, including roads, electricity systems, healthcare centers, schools, and clean water facilities. The government also aims to combine economic growth with environmental protection and sustainable natural resource management while strengthening national security and social stability in strategic border areas.
The Ministry of Education and Training has been tasked with improving the quality of education and expanding access to high schools in mountainous and border areas. The government also plans to launch programs to train high-quality ethnic minority professionals in key sectors until 2035. Meanwhile, the Ministry of Health will focus on improving healthcare services in remote regions by upgrading local clinics and training additional medical staff for underserved communities.
Vietnam is additionally prioritizing cultural preservation as part of the ethnic affairs strategy. The Ministry of Culture, Sports and Tourism will work on protecting traditional ethnic minority cultures and promoting sustainable tourism linked to local heritage and community participation. The government hopes that tourism development will create new economic opportunities while preserving traditional identities and cultural values.
The directive also sets ambitious infrastructure targets, including providing electricity access to 100 percent of households in ethnic minority and mountainous areas by 2030. Authorities are expanding rural road networks, bridges, and housing support programs for poor families, especially ethnic minority households. Security agencies have also been instructed to strengthen measures against social crime, drug abuse, and activities considered threats to national stability.
Officials stated that Vietnam’s long-term strategy aims not only to improve economic conditions in ethnic regions but also to strengthen national unity and ensure balanced development across the country. The government emphasized that all ministries and local administrations must complete unfinished projects, improve coordination, and ensure that development programs directly benefit local ethnic communities in the years ahead.
