Vietnam has issued Decree No. 208/2026/ND-CP, introducing comprehensive rules on airline responsibilities toward passengers affected by flight delays, schedule changes and cancellations. The new regulations are designed to strengthen consumer protection and improve service standards across the aviation sector.
Airlines Must Provide Immediate Information
Under the decree, airlines are required to promptly inform passengers whenever a delay is expected. Carriers must explain the reason for the disruption, issue an apology and regularly update departure information through airport flight information systems. Airlines must also publish base flight schedules to improve transparency for travelers.
Support Begins After Two Hours of Delay
Passengers experiencing delays of two hours or more must receive drinking water or vouchers of equivalent value. Airlines are also required to assist affected travelers with rebooking options or alternative routes to help them reach their final destination without additional charges when the delay is caused by the carrier.
Additional Benefits for Longer Delays
When delays exceed three hours, airlines must provide meals or food vouchers. If a flight is delayed by four hours or more due to the airline’s fault, passengers may receive refunds for unused tickets and become eligible for non-refundable advance compensation. These measures are intended to reduce inconvenience and financial losses for travelers.
Accommodation Required for Major Disruptions
For delays extending beyond six hours, airlines must arrange suitable accommodation depending on the time of day and local conditions. Overnight disruptions may require carriers to provide hotel rooms or alternative sleeping arrangements unless passengers choose a refund instead.
New Rules Cover Flight Cancellations
The decree also strengthens protections for passengers affected by canceled flights or denied boarding. Airlines must immediately notify passengers, explain the reason, offer refunds or alternative travel arrangements and provide necessary assistance such as food, beverages and accommodation where applicable. Compensation requirements will also apply when disruptions result from carrier-related issues.
Improved Consumer Rights in Aviation
Officials said the new regulations will create a more transparent and passenger-friendly aviation environment in Vietnam. The rules establish clearer obligations for airlines while ensuring that travelers receive fair treatment and practical support whenever flight operations are disrupted.
