Vietnam Approves New Health Sector Allowances

Vietnam has announced a major policy aimed at strengthening support for healthcare professionals across the country. Under Government Decree No. 192/2026/ND-CP, a new system of special allowances and support payments for healthcare workers will officially come into effect on July 15, 2026. The policy is expected to improve working conditions, recognize professional contributions, and encourage the continued development of the public healthcare sector.

The decree introduces several categories of financial support, including on-call duty allowances, surgical and procedural allowances, epidemic prevention payments, and monthly support for village health workers and village midwives. The measures apply to a broad range of healthcare personnel working in public hospitals, commune health stations, military medical facilities, social assistance centers, forensic organizations, and public security medical units.

One of the most significant changes involves allowances for healthcare workers assigned to 24-hour duty shifts. Depending on the category of the medical institution, workers will receive between 70,000 and 325,000 Vietnamese dong per shift. Staff working in specialized departments or high-pressure areas will be entitled to higher payments, while additional rates will apply for duties performed on weekends, public holidays, and Lunar New Year celebrations.

The decree also provides enhanced compensation for medical professionals involved in surgeries and specialized medical procedures. Lead surgeons, anesthesiologists, and key medical personnel can receive allowances ranging from 100,000 to 560,000 Vietnamese dong per operation, depending on the complexity of the procedure. Supporting medical staff and surgical assistants will also receive financial compensation based on their responsibilities during medical interventions.

A separate allowance framework has been established for individuals participating in epidemic prevention and disease control activities. Healthcare workers directly involved in outbreak investigations, testing, patient treatment, vaccination campaigns, and emergency response operations will be eligible for daily support payments. The highest level of epidemic-control allowance reaches 420,000 Vietnamese dong per day for personnel working on the front lines of Group A infectious disease outbreaks.

The government has also focused attention on grassroots healthcare services. Village health workers and village midwives will receive monthly support payments during their service period. The support level will range from 0.5 to 0.7 times the national basic salary, depending on local population size and geographic conditions. Authorities believe this measure will strengthen healthcare access in rural, remote, mountainous, and disadvantaged communities.

Officials say the new policy reflects Vietnam’s commitment to improving healthcare services and recognizing the dedication of frontline medical personnel. By increasing financial support and expanding benefits across multiple sectors of the healthcare system, the government aims to enhance workforce stability, improve service quality, and strengthen the country's capacity to respond to future public health challenges.
