Vietnam’s Ministry of Finance Vietnam has proposed new regulations to strengthen administrative penalties in the lottery business sector. The move is part of a draft decree aimed at updating and refining existing rules to improve enforcement and governance.
The proposal includes renaming the existing Decree No. 98/2013/ND-CP to reflect its sole focus on the lottery sector, after earlier provisions related to insurance were removed under newer legislation. This change is intended to clarify the scope and application of the law.
Authorities have also suggested revising the structure of enforcement powers. With changes in the inspection system, certain positions such as financial inspectors will no longer have authority to impose penalties, aligning the decree with current administrative frameworks.
At the same time, the draft expands powers for new roles, including heads of inspection teams and senior officials within the finance ministry. These officials would be able to issue warnings, impose fines, confiscate evidence, and apply corrective measures in cases of violations.
The proposal further introduces clearer authority for provincial leaders, including chairpersons of People’s Committees and directors of finance departments. These officials would be granted the power to impose fines, suspend operations, and enforce compliance within their jurisdictions.
Law enforcement agencies are also set to receive expanded powers under the draft. Police officers and specialized units dealing with economic and cybercrime would be authorized to issue warnings, impose fines, and take action against violations in the lottery business.
The new regulations aim to enhance transparency, strengthen oversight, and ensure stricter compliance within Vietnam’s lottery sector. If approved, the decree is expected to modernize regulatory practices and improve overall governance in the industry.
