Vietnam is facing a slow pace in public investment disbursement in 2026, raising concerns over economic momentum and project implementation. According to the Ministry of Finance, the total disbursed amount from the beginning of the year to April 15 reached VND 127,390.6 billion, which is only 12.6% of the plan assigned by the Prime Minister.
The total public investment plan for 2026 stands at VND 1,026,579.6 billion, including both central and local government budgets. Despite a high allocation rate of over 95% of the planned capital, the actual disbursement progress remains significantly behind expectations.
The Ministry of Finance noted that detailed allocations for projects and tasks have already reached VND 976,538.8 billion. However, a portion of VND 50,040.8 billion still remains unallocated due to ongoing administrative and investment procedure requirements.
The report also highlights that only a limited number of ministries, central agencies, and localities have managed to meet the national average disbursement rate. A total of 7 central bodies and 16 local governments have achieved or exceeded the average, including key sectors such as defense, industry, and major cities like Hanoi and Hai Phong.
On the other hand, 28 ministries and central agencies along with 18 localities are still reporting disbursement rates below the national average. Some entities have recorded extremely low progress, with rates below 1% or even no disbursement at all during the period.
Notably, several major institutions such as the Ministry of Foreign Affairs, Ministry of Education and Training, and the State Bank of Vietnam are among those with minimal or zero disbursement. This raises concerns about delays in critical public projects and administrative bottlenecks.
The situation reflects ongoing challenges in implementing public investment efficiently, despite sufficient budget allocation. Authorities are expected to push for faster execution in the coming months to meet annual targets and support economic growth.
