A major shift is underway in international education trends in Asia, as Vietnam has overtaken Malaysia to become the largest source of foreign students in Taiwan.
According to recent data, Malaysian student numbers in Taiwan have declined to 9,686 in 2024 — falling below 10,000 for the first time in nearly a decade. In contrast, Vietnamese student enrolment has surged dramatically, rising from around 4,000 in 2015 to nearly 40,000 in 2024. Indonesian student numbers have also grown significantly, crossing 16,000 during the same period.
Taiwan has been actively attracting international students to offset declining domestic enrolment caused by one of the world’s lowest birth rates. The island’s fertility rate has dropped below 0.8, creating long-term challenges for universities.
A key factor behind Vietnam’s rise is Taiwan’s focus on Southeast Asia through its New Southbound Policy, which aims to strengthen ties with countries in the region. Generous scholarships, affordable tuition fees, and strong opportunities in science and technology sectors have made Taiwan an attractive destination for Vietnamese students.
Many students cite fully funded education, living stipends, and post-graduation job opportunities as major advantages. Taiwan’s advanced semiconductor and technology industries also offer career pathways, especially in engineering and research fields.
On the other hand, Malaysia’s decline is linked to multiple factors. The growing appeal of China as an education destination, increased local higher education options, and stronger outreach by Western universities have reduced Taiwan’s attractiveness. Additionally, experts note that Taiwanese universities have struggled to effectively engage Malaysian youth through popular digital platforms.
Despite the decline, Taiwan remains a cost-effective study destination, especially for students from middle-income backgrounds. Authorities and educational organizations are now increasing recruitment efforts in rural and semi-urban regions of Malaysia to regain interest.
As competition in global education intensifies, Taiwan’s ability to adapt its outreach strategies and maintain affordability will be crucial in shaping future international student trends.
