General Secretary and President To Lam delivered a keynote address at the 14th Congress of the Vietnam Trade Union on June 4, 2026, outlining a comprehensive vision for strengthening the country's trade union system and improving the lives of millions of workers across Vietnam.
Speaking before trade union leaders, government officials, and delegates from across the country, To Lam emphasized that Vietnam is entering a new stage of national development that requires a modern, highly skilled, and innovative workforce. He described workers as a vital force in the nation's industrialization and modernization efforts and stressed that sustainable economic growth cannot be achieved without protecting workers' rights and improving their living standards.
The Vietnamese leader praised the achievements of trade unions during the previous term, highlighting their contributions to policy development, worker welfare programs, employment support, legal assistance, and initiatives such as Tet Reunion and Workers' Month. He said these efforts have helped strengthen the relationship between trade unions and workers at the grassroots level.
At the same time, To Lam acknowledged several challenges facing the trade union movement. He noted that some unions remain overly focused on administrative activities and have not effectively addressed workers' most pressing concerns. He also pointed to difficulties faced by migrant workers, informal laborers, and employees in industrial zones, including issues related to housing, healthcare, education, income, and social security.
During his address, To Lam proposed six major priorities for the next term. These include building a modern and highly skilled workforce, placing workers at the center of all union activities, strengthening grassroots trade unions, promoting harmonious labor relations, accelerating digital transformation within trade union organizations, and increasing the role of unions in political and social development.
A significant portion of the speech focused on preparing workers for the challenges of technological change. To Lam stressed the importance of lifelong learning, digital skills training, and workforce adaptability as artificial intelligence, automation, and digital transformation continue to reshape labor markets and employment structures.
He also called for the creation of a modern digital trade union system capable of providing legal support, collecting worker feedback, monitoring labor conditions, and delivering services more efficiently. According to To Lam, future trade unions must become more transparent, professional, data-driven, and responsive to workers' needs.
Concluding his speech, To Lam expressed confidence that the Vietnam Trade Union would enter a stronger and more effective phase of development. He urged all levels of government, businesses, and social organizations to work together in improving worker welfare, ensuring labor rights, and building a modern workforce capable of supporting Vietnam's long-term development goals.
