Vietnam Eases Fire Vehicle Licensing Rules

Vietnam’s Ministry of Public Security has announced transitional measures aimed at easing the licensing and inspection process for firefighting and rescue vehicles, following complaints from businesses about long delays and growing backlogs in equipment approvals.

Under the new regulations, agencies, organizations, and businesses will be allowed to choose between applying for an inspection certificate or a circulation license for firefighting and rescue vehicles during the transition period running from July 1, 2025, to June 30, 2026. After July 1, 2026, only circulation licenses will be issued for such vehicles and equipment.

The announcement comes after companies in the fire prevention and firefighting sector reported serious delays in obtaining inspection approvals needed for construction and operational projects. Businesses stated that processing periods which previously took around one month have now increased to three or four months because only a limited number of inspection units are currently operating.

A company representative from Ho Chi Minh City explained that the shortage of authorized inspection organizations has created long waiting times and affected project implementation. Business owners requested authorities to improve the approval system so companies could continue operations without major disruptions.

According to the Ministry of Public Security, imported firefighting and rescue vehicles that already possess internationally recognized quality certifications and testing results meeting ISO/IEC 17025 standards may directly apply for circulation permits under the new regulations. Authorities said this step is expected to reduce pressure on domestic inspection agencies and speed up approval procedures.

Officials also confirmed that additional organizations are being approved to conduct testing activities for firefighting and rescue equipment. Several units in Hanoi have recently received registration certificates for testing equipment such as fire pumps, alarm systems, emergency lighting systems, sprinkler heads, and fire extinguishers. More testing centers are currently completing procedures to receive official designation status.

Authorities believe the expansion of testing organizations and the introduction of flexible licensing options will help reduce application backlogs and improve efficiency in the fire safety sector. The government also emphasized that all equipment and vehicles must continue to meet national safety standards and technical regulations before entering circulation.

The Fire Prevention, Fighting and Rescue Police Department has already published detailed guidance regarding circulation permits and inspection procedures on its official website. Businesses involved in firefighting equipment and rescue vehicle operations have been encouraged to study the updated regulations carefully and follow the required procedures during the transition period.
