Kyrgyzstan Unveils Key Digital Reform Results

Kyrgyzstan has reported significant progress in its digital transformation agenda after presenting the results of two major reforms completed under the 100-day “Government Accelerators” program. The reforms focus on modernizing customs procedures and digitizing medical examinations for citizens of military age, with authorities highlighting improved efficiency, transparency, and service delivery.

The results were presented by Adylbek Kasymaliev, Chairman of the Cabinet of Ministers and Head of the Presidential Administration, during a staff meeting at the Presidential Administration in Bishkek. The reforms were originally launched in January 2026 with the objective of reducing bureaucracy, improving public services, and accelerating the adoption of digital technologies across government institutions.

One of the key reforms targeted the process of identifying goods and issuing permitting documents required for customs registration. Previously, businesses faced lengthy procedures involving multiple agencies, manual paperwork, and approval periods that could extend from two weeks to more than a month. In 2025 alone, more than 16,000 permits and related documents were processed through the traditional system.

To address these challenges, the government introduced a comprehensive modernization program that included regulatory updates, digital integration, and process optimization. A major milestone was the launch of the ai.trade.kg platform, which uses artificial intelligence to analyze product information and assist in the review of permit applications. Businesses can now submit documents electronically through a single digital interface without repeatedly contacting different government agencies.

Officials reported that the reform has dramatically reduced processing times. The period required for obtaining clarifications, expert assessments, and product identification approvals has been shortened from 14 business days to just three. Real-time application tracking and electronic document exchange have also improved transparency while reducing administrative costs for businesses involved in foreign trade.

The second reform focused on improving medical examinations for young citizens registering for military service. Under the previous system, examinations were conducted through district military commissariats, creating additional workloads for healthcare workers and generating large amounts of paperwork. Limited coordination between institutions also slowed the process and reduced efficiency.

Through the introduction of the “Sanarip Clinic” medical information system, authorities developed a fully digital examination model within 100 days. The pilot project was launched in the Chui Regional General Practitioner Practice Center, where 788 pre-conscription citizens completed electronic medical examinations. Medical reports were processed and transmitted digitally through the interdepartmental communication system, eliminating paper-based procedures and improving coordination between agencies.

Government officials stated that the reforms have successfully reduced administrative burdens, increased transparency, and enhanced service quality for both businesses and citizens. Following the success of the pilot projects, authorities plan to gradually expand these digital solutions nationwide as part of Kyrgyzstan’s broader strategy to modernize public administration and strengthen digital governance.
