Malaysia Drafts New Rules for Non-Muslim Cemeteries

Malaysia is preparing a new national planning guideline for non-Muslim cemeteries, crematoria and columbarium facilities to ensure better planning and management across the country. The initiative is aimed at creating uniform standards for the development and approval of these facilities.

New Standards for Site Selection

Housing and Local Government Minister Nga Kor Ming said the draft guideline is being prepared by the Department of Town and Country Planning Peninsular Malaysia (PLANMalaysia). He explained that planners will have to consider environmental, safety and community factors before approving any new cemetery or crematorium project.

High-Risk Areas to Be Avoided

Under the proposed guideline, new facilities cannot be developed in flood-prone areas, landslide-risk zones or locations that could negatively affect nearby communities or the environment. The government wants to ensure that future projects are built only in suitable and safe locations.

Buffer Zone and Land Use Restrictions

The draft also requires a minimum buffer zone of 30 metres between crematorium sites and nearby developments. Crematoria may be built together with cemeteries or memorial parks but will not be permitted in residential, commercial, recreational or tourism areas. Facilities using diesel or oil fuel will only be allowed in heavy industrial zones.

Planning Approval Still Required

Nga said every proposed cemetery or crematorium project must continue to obtain planning approval from local authorities. Applications will be assessed based on land suitability, infrastructure availability, traffic impact and technical recommendations from relevant government agencies before any approval is granted.

Johor Crematorium Project Cited as Example

The minister also referred to the proposed crematorium in Pekan Endau, Mersing, Johor, which will become the district's first crematorium. The project is being developed within a 10-acre Chinese cemetery reserve, with the crematorium occupying 0.66 acres. According to the government, no formal objections were received from local residents, and planning permission was granted on April 16, 2026. Nga said the ministry will continue ensuring future crematorium developments comply with legal requirements while respecting local community sensitivities.
