Malaysia and Thailand have officially resolved their long-standing fisheries market access dispute after signing a landmark Memorandum of Understanding on Agricultural Cooperation. The agreement was concluded during Thai Prime Minister Anutin Charnvirakul’s first official visit to Malaysia and is expected to come into force within one week.
Prime Minister Datuk Seri Anwar Ibrahim and Thai Prime Minister Anutin Charnvirakul witnessed the exchange of the agreement between Agriculture and Food Security Minister Datuk Seri Mohamad Sabu and Thailand’s Agriculture Minister. The leaders described the agreement as an important milestone in strengthening bilateral ties and ensuring regional food security.

Speaking after the signing ceremony, Anwar said both countries had successfully resolved outstanding fisheries issues through close cooperation between their agriculture ministries. Although Thailand initially proposed implementing the agreement within one and a half months, both governments agreed to activate the MoU within one week to speed up cooperation.
The new agreement creates a broad framework covering crop production, livestock development, fisheries, agricultural trade, research and development, marketing, biosecurity, sanitary and phytosanitary measures, and capacity building. Officials believe the partnership will improve coordination between agencies and help solve future agricultural challenges more efficiently.
Malaysia had tightened import regulations on selected Thai fisheries products beginning June 1 by requiring Certificates of Analysis for barramundi and temporarily restricting imports of five shrimp species. The latest agreement is expected to ease market access concerns while improving transparency and cooperation between both countries.
Agricultural and agri-food trade between Malaysia and Thailand continued to grow strongly, reaching RM20.33 billion during 2025. Malaysia mainly exports coffee, cocoa, tea, spices and processed food products to Thailand, while importing meat and other livestock-based products from its northern neighbour.
The agreement highlights the commitment of both governments to strengthen economic cooperation beyond agriculture. Officials believe the MoU will improve food security, expand agricultural trade, support investment opportunities and promote long-term regional collaboration between Malaysia and Thailand.
