Humanitarian organisation Mercy Malaysia has expressed strong support for a proposal by the Malaysian Anti-Corruption Commission to introduce new legislation regulating public fund management, particularly donations collected by NGOs. The move is aimed at strengthening transparency and accountability in how charitable funds are handled across Malaysia. The organisation has also backed the idea of establishing a Royal Charities Commission to ensure better governance and oversight in the charity sector.
According to its president, Ahmad Faizal Mohd Perdaus, such a commission would play a key role in building public trust and ensuring that donations are used responsibly and ethically. He emphasised that maintaining trust is essential for effective humanitarian work, and any regulatory changes should be developed in consultation with civil society organisations to remain practical and supportive of NGO operations.
The organisation highlighted that the growing scale of digital and cross-border fundraising has made the system more complex, creating a need for clearer and enforceable laws. Recent investigations into NGO fundraising activities have exposed loopholes in the current framework, increasing the urgency for reforms to prevent misuse of funds, conflicts of interest, and large-scale misappropriation.
While supporting stricter regulations, Mercy Malaysia stressed that any new framework should not hinder NGOs from delivering timely assistance during emergencies. It also pointed to its own governance practices, including board oversight and regular independent audits, as part of its commitment to transparency. The organisation reaffirmed its readiness to collaborate with authorities, including the Attorney General’s Chambers, to help shape policies that protect public interest while ensuring humanitarian efforts continue effectively.
