Indonesia's Pertamina and Boeing Sign MoU to Develop Sustainable Aviation Fuel Industry

Indonesia's state-owned energy company Pertamina has signed a Memorandum of Understanding (MoU) with U.S. aerospace giant Boeing to explore opportunities for developing a Sustainable Aviation Fuel (SAF) industry in Indonesia.

The agreement, announced on July 9, marks an important step toward reducing carbon emissions in the aviation sector and supporting Indonesia's long-term commitment to achieving net-zero emissions. The partnership combines Pertamina's energy expertise with Boeing's global aviation experience to accelerate the country's transition toward cleaner air travel.

Partnership to Support Cleaner Aviation

According to Pertamina, the MoU focuses on building a strong and competitive SAF ecosystem in Indonesia.

The two companies will collaborate in several key areas, including:

  • Identifying sustainable feedstock sources for SAF production.

  • Developing advanced sustainable aviation fuel technologies.

  • Supporting policies and regulations that encourage SAF adoption.

  • Strengthening Indonesia's aviation decarbonization strategy.

  • Promoting long-term investment in sustainable aviation fuel production.

The initiative is designed to reduce the aviation industry's dependence on conventional fossil-based jet fuel while supporting cleaner and more environmentally friendly air transport.

Supporting Indonesia's Net-Zero Goals

Indonesia has committed to reducing greenhouse gas emissions and reaching net-zero emissions in the coming decades. Since aviation is one of the fastest-growing sources of carbon emissions globally, expanding the use of Sustainable Aviation Fuel is considered an important part of the country's climate strategy.

Pertamina stated that the partnership with Boeing aligns with Indonesia's national energy transition plans and its efforts to build a greener aviation industry.

Pertamina CEO Highlights Economic Benefits

Pertamina President Director Simon Aloysius Mantiri said the collaboration would help accelerate the growth of Indonesia's sustainable aviation fuel sector.

He expressed confidence that the partnership would not only support cleaner aviation but also generate significant economic value by creating new industries, encouraging innovation, and attracting investment.

According to Mantiri, building a competitive SAF industry could strengthen Indonesia's position in the global clean energy market while creating new business opportunities across the aviation and energy sectors.

Boeing Sees Indonesia as Regional SAF Leader

Indra Duivenvoorde, Managing Director of Boeing Indonesia, said the country has strong potential to become a regional leader in sustainable aviation.

Indonesia possesses abundant renewable resources and waste-based raw materials that can be converted into Sustainable Aviation Fuel, giving it a competitive advantage in the rapidly growing clean aviation market.

Boeing believes Indonesia can play a leading role in supporting Southeast Asia's transition to low-carbon air travel.

Rapid Growth in Southeast Asia's Aviation Market

Boeing forecasts that passenger air traffic across Southeast Asia will grow by approximately 7% annually through 2044.

To meet rising travel demand, the region is expected to require nearly 4,900 new commercial aircraft over the next two decades.

As aircraft numbers increase, reducing aviation emissions will become increasingly important. Boeing says wider adoption of Sustainable Aviation Fuel will be one of the most effective ways to lower carbon emissions without requiring major changes to existing aircraft.

Pertamina's Existing SAF Projects

Pertamina has already launched several initiatives aimed at expanding sustainable aviation fuel production in Indonesia.

These include:

  • Commercial production and certification of Sustainable Aviation Fuel.

  • SAF usage by its airline subsidiary Pelita Air.

  • Development of the Cilacap Biorefinery, which will produce SAF using used cooking oil and other sustainable waste-based feedstocks.

  • Research into advanced renewable fuel technologies.

These projects provide a strong foundation for scaling up domestic SAF production in collaboration with Boeing.

Why Sustainable Aviation Fuel Matters

Sustainable Aviation Fuel is produced from renewable and waste-based materials such as:

  • Used cooking oil

  • Agricultural waste

  • Organic waste

  • Plant-based feedstocks

  • Other renewable biological materials

Compared with conventional jet fuel, SAF can significantly reduce lifecycle carbon emissions while remaining compatible with existing aircraft engines and airport infrastructure.

Many airlines and governments worldwide are investing heavily in SAF as part of their efforts to achieve climate targets and decarbonize the aviation industry.

Strengthening Indonesia's Clean Energy Future

The agreement between Pertamina and Boeing reflects Indonesia's broader ambition to become a regional hub for renewable energy and sustainable transportation.

By combining government support, industrial investment, and international expertise, the partnership aims to establish a strong domestic SAF supply chain capable of serving both Indonesia and the wider Asia-Pacific aviation market.

If successful, the collaboration could help reduce aviation emissions, create new green jobs, support economic growth, and position Indonesia as a key supplier of sustainable aviation fuel in the region.
