South Korea Uses Cash, Matchmaking to Boost Birth Rate

South Korea is intensifying its efforts to tackle one of the world's lowest birth rates through a combination of financial incentives, housing support and even government-sponsored matchmaking programs. The country has spent billions of dollars over the past two decades trying to encourage more people to marry and have children.

For years, South Korea recorded the lowest fertility rate in the world, raising fears of a future demographic crisis. Experts project that by the early 2070s, the country's population could shrink by nearly one-third, while the proportion of elderly citizens continues to rise significantly.

Recent data, however, suggests the situation may be improving. South Korea's fertility rate has shown a gradual increase over the past two years, climbing from 0.72 births per woman in 2023 to 0.99 as of early 2026. Researchers around the world are now examining whether the country's policies are beginning to produce results.

In the city of Daegu, local authorities have introduced matchmaking events designed to help young adults find partners. One couple who met through such a government-organized program later married and are now considering starting a family. Officials believe creating opportunities for relationships can play a role in addressing declining birth rates.

Financial support has also become a major part of the strategy. New parents receive government cash benefits, childcare assistance and housing support. In some cities, newly married couples and parents can access subsidized housing at extremely low rental rates, helping reduce financial pressure during the early years of family life.

Private companies are also joining the effort. Video game company Krafton offers employees incentives worth around $100,000 per child, along with extended parental leave, company daycare facilities and support programs for working parents. The company says the initiative has encouraged more employees to consider having children.

While experts remain divided on whether pro-birth policies alone can reverse long-term population decline, many agree that measures such as affordable housing, family benefits and improved work-life balance can strengthen social well-being. South Korea's experience is now being closely watched by other countries facing similar demographic challenges, including Canada.
