Vietnam officially launched its 2026 amnesty program on June 1 as thousands of inmates across the country received presidential clemency and early release. Politburo member and Permanent Deputy Prime Minister Pham Gia Tuc attended the announcement ceremony at Thanh Xuan Prison, where more than 200 prisoners were granted freedom under the latest presidential decision.
The amnesty initiative reflects Vietnam’s long-standing humanitarian policy and commitment to rehabilitation. Over the past several decades, the country has conducted more than 40 amnesty programs, allowing hundreds of thousands of prisoners to return to their families and communities. Since 2009 alone, more than 120,000 inmates have benefited from presidential clemency through 12 separate amnesty rounds.
According to government officials, the 2026 amnesty was introduced to mark several significant national milestones, including the successful completion of the 14th National Party Congress, the 16th National Assembly elections, and the 51st anniversary of Vietnam’s national reunification. President To Lam signed the amnesty decision earlier this year, paving the way for a comprehensive review process involving multiple ministries and agencies.
Following recommendations from the Clemency Advisory Council, President To Lam approved the release of 9,950 prisoners nationwide. Among them, 202 inmates from Thanh Xuan Prison were included in the latest list of beneficiaries. Authorities emphasized that the selection process was conducted transparently and in accordance with legal regulations, ensuring fairness and equal opportunity for all eligible prisoners.
Speaking at the ceremony, Deputy Prime Minister Pham Gia Tuc congratulated the individuals receiving amnesty and encouraged them to embrace their second chance responsibly. He stressed that early release marks only the beginning of a new journey and urged former inmates to build stable lives, contribute positively to society, and avoid falling back into criminal activity.
The Deputy Prime Minister also addressed inmates who were not granted amnesty this year, encouraging them to continue improving their behavior, following prison regulations, and working toward future eligibility. He praised prison officers and correctional staff for their dedication to rehabilitation and education efforts, describing them as key contributors to successful reintegration programs.
Vietnamese authorities have instructed local governments, social organizations, businesses, and communities to support released prisoners as they reintegrate into society. Officials emphasized the importance of eliminating discrimination and creating opportunities for employment, education, and social participation. The government believes that community support will play a vital role in ensuring long-term rehabilitation and reducing repeat offenses among former inmates.
