Vietnam’s civil judgment enforcement system has completed one year under its newly restructured model, delivering significant improvements in efficiency, management and digital governance. Officials say the reforms have helped create a more streamlined organization while strengthening professional capacity and accelerating the modernization of enforcement operations nationwide.
According to a report presented at a recent Ministry of Justice conference, the civil judgment enforcement system has successfully consolidated its leadership and management structure. As of May 30, 2026, the sector employed 7,561 personnel out of 8,375 approved positions. Authorities noted that the quality of the workforce has improved considerably through evaluations based on professional standards and job requirements.
A major milestone in the reform process was the nationwide launch of a digital platform for civil judgment enforcement on January 20, 2026. The platform is gradually replacing traditional paper-based administrative procedures and improving transparency. The inauguration of the Intelligent Operations Center in April further strengthened the system’s ability to manage operations in a fully digital environment.
Officials highlighted that local enforcement agencies have maintained effective supervision of judgments and decisions while ensuring that the rights and interests of individuals entitled to enforcement are protected. The centralized provincial-level model has also allowed resources, personnel and infrastructure to be managed more efficiently, reducing operational costs and improving service delivery.
The restructuring has been widely praised for strengthening coordination between agencies and increasing professionalism within the civil service. Delegates at the conference agreed that the new model has helped achieve and exceed enforcement targets in 2025, while results recorded during the first half of 2026 indicate continued progress.
Despite these achievements, challenges remain in several regions, particularly in Ho Chi Minh City, where enforcement agencies handle a substantial portion of the national workload. Officials pointed to staffing shortages, vacant leadership positions and growing case volumes as ongoing concerns that require further attention and policy support.
Deputy Minister of Justice Mai Luong Khoi reaffirmed that the one-level enforcement model remains the correct strategic direction for Vietnam’s legal system. He stressed the importance of continued innovation, stronger digital transformation, improved inter-agency cooperation and practical solutions to operational challenges. The government believes these efforts will help build a modern, professional and highly effective civil judgment enforcement system capable of meeting future demands.
