Vietnam plans Culture Day with paid leave

Vietnam’s government has proposed designating November 24 as “Vietnam Culture Day,” granting workers a fully paid day off as part of a broader strategy to strengthen the country’s cultural sector. The proposal reflects growing recognition of culture as a key pillar of national development and global identity.

The draft resolution, presented by Lam Thi Phuong Thanh, outlines a comprehensive framework of policies aimed at transforming Vietnam’s cultural landscape. These include increased state funding, with at least 2 percent of the national budget allocated to cultural development, alongside efforts to attract private investment.

The government also plans to introduce tax incentives and infrastructure support to encourage the growth of cultural industries, including film, performing arts, and exhibitions. A reduced value-added tax rate of 5 percent has been proposed for cultural activities, while import duties may be waived for valuable artworks and heritage items brought into the country for non-commercial purposes.

Preserving cultural heritage remains a key priority, with policies focused on safeguarding traditional values while promoting them on global platforms. Initiatives such as organizing cultural festivals abroad and showcasing Vietnamese heritage in international museums are part of this effort.

The proposal also emphasizes digital transformation, including the development of a national cultural database and the digitization of heritage sites. This aligns with Vietnam’s broader push toward modernization and innovation in cultural management.

In addition, the plan includes measures to develop human resources in the cultural sector through specialized training, financial support for artists, and career transition programs. Public-private partnerships and the establishment of cultural funds are also being considered to sustain long-term growth.

The designation of Vietnam Culture Day with a paid holiday is expected to promote cultural awareness among citizens while supporting the creative economy. The proposal has received support from legislative committees and is part of a wider reform agenda aimed at positioning culture as a driver of economic and social development.
