A major step toward legal reform has begun in Vietnam as the National Assembly launched a comprehensive review of the country’s legal document system. The first meeting of the Steering Committee was held on April 9, 2026, marking the start of a nationwide effort to modernize the legal framework.
The session was chaired by Tran Thanh Man, who leads the Steering Committee overseeing the review. The meeting was attended by key leaders, including Deputy Prime Minister Le Tien Chau and Vice Chairman of the National Assembly Nguyen Khac Dinh.
This initiative follows important directives issued in March and April 2026, aimed at strengthening and streamlining Vietnam’s legal system. Authorities have highlighted the need to address overlapping regulations and improve the overall efficiency of legal processes to better support national development.
During the meeting, officials focused on reviewing draft regulations governing the Steering Committee’s operations, outlining a nationwide plan for implementing the legal review, and establishing guidelines to ensure consistent execution across all regions of the country.
Chairman Tran Thanh Man emphasized that the primary goal of the review is to provide a comprehensive and accurate assessment of the current legal system. He noted that the process will cover all active legal documents issued at both central and local levels, excluding the Constitution, to identify gaps and propose effective reforms.
The reform process is being guided by the vision of To Lam, which focuses on building a transparent, stable, and development-oriented legal system. Leaders also stressed the importance of gathering input from experts, businesses, and citizens to enhance the quality and practicality of laws.
Deputy Prime Minister Le Tien Chau highlighted that strong and transparent institutions are essential for economic growth. He called for clear and measurable outcomes from the review, including identifying laws that need amendment, repeal, replacement, or new enactment. Progress reports are expected by August 2026, with final recommendations scheduled for submission in December 2026.
