The Ministry of Science and Technology has introduced new professional and technical standards for civil servants and public employees working in product and goods quality control. The regulations have been issued under Circular 25/2026/TT-BKHCN and aim to strengthen the effectiveness and professionalism of Vietnam’s quality inspection system.
The new framework establishes clear requirements regarding responsibilities, qualifications, professional competencies, and training standards for personnel engaged in product and goods quality inspection activities. The regulations apply to officials and public employees assigned to quality control duties, excluding specialized units within the Ministry of Public Security and the Ministry of National Defense.
According to the circular, product and goods quality control officers play a critical role in ensuring compliance with quality regulations. Their work includes conducting inspections, monitoring product quality, collecting and processing information, preparing reports, and supporting conformity assessment activities. They are also expected to identify potential risks and recommend solutions within their assigned areas of responsibility.
The ministry emphasized that quality control officers must be capable of directly performing inspection activities in accordance with established professional procedures. They should possess the skills necessary to participate in inspection teams, oversee product sampling processes, supervise testing activities, and analyze information gathered during inspections.
A significant focus of the new standards is the integration of modern management practices and digital capabilities. Officials are expected to understand risk-based inspection methods, apply post-inspection monitoring measures, and effectively use digital tools and data systems to support regulatory work. This reflects Vietnam’s broader effort to modernize public administration and improve regulatory efficiency through technology.
The circular also introduces stricter educational and professional requirements. Individuals seeking to work in product and goods quality control must hold a university degree or higher in a field relevant to their assigned position. In addition, they must obtain a professional training certificate specifically designed for product and goods quality control officers.
Government officials believe the updated standards will enhance the quality of inspections, improve consumer protection, and strengthen confidence in products circulating within the Vietnamese market. The regulations are also expected to contribute to greater transparency, consistency, and accountability across the country's quality management system.
