The Vietnamese government has approved a series of amendments to its Action Program for implementing Resolution No. 80-NQ/TW, a key policy aimed at promoting the development of Vietnamese culture and cultural industries.
The changes were introduced through Resolution No. 155/NQ-CP issued on June 19, 2026, updating several objectives and implementation tasks that were previously outlined in Resolution No. 30/NQ-CP.
New Long-Term Cultural Strategy
One of the most important changes is the replacement of the earlier plan to review the cultural development strategy through 2030. Instead, authorities will now develop a comprehensive Strategy for the Development of Vietnamese Culture until 2035, with a vision extending to 2045.
Officials said the revised strategy is expected to provide a broader framework for preserving cultural values while supporting modernization and sustainable cultural growth.
Focus on Digital Transformation
The government has also revised plans related to digital culture and technology. A new decree will now focus on policies supporting digital transformation and the development of digital cultural infrastructure across the country.
The updated approach is intended to strengthen the use of technology in cultural management, preservation, and public access to cultural resources.
Human Resource Development Integrated
A separate proposal for developing human resources in culture, arts, and creativity has now been merged into the broader cultural development strategy.
Authorities believe that integrating these goals into one national strategy will improve coordination and ensure more effective implementation across different sectors.

Tourism and Culture Linked Together
The government has also integrated plans to develop a national tourism brand based on cultural identity into the broader review of Vietnam’s Tourism Development Strategy through 2030.
The move aims to strengthen the connection between cultural heritage and tourism while promoting local identities and attracting more visitors.
New Monitoring System to Track Progress
Another major addition is the creation of a new set of indicators to monitor and evaluate the implementation of Resolution 80. The monitoring framework is scheduled for completion during the third quarter of 2026.
Officials said the system will help measure progress and improve accountability across ministries and agencies involved in cultural development programs.
Faster Deadlines for Key Tasks
The resolution also revises completion timelines for 13 major tasks related to institutional reforms, cultural industries, and human development initiatives.
Many of these projects are now expected to be completed earlier than originally planned, reflecting the government's commitment to accelerating cultural development and strengthening Vietnam’s cultural sector for the future.
