Vietnam and Russia have reaffirmed their commitment to deepening bilateral cooperation across energy, trade, investment, education, and regional development during high-level meetings held on the sidelines of the 29th Saint Petersburg International Economic Forum (SPIEF 2026). The discussions highlighted the long-standing strategic partnership between the two countries and their shared interest in expanding cooperation in emerging sectors.
Vietnam’s Standing Deputy Prime Minister Pham Gia Tuc met with Russian Deputy Prime Minister Alexander Novak to review progress in key economic projects and identify new opportunities for collaboration. Russian officials praised the strong growth of bilateral economic ties and emphasized the importance of energy cooperation, particularly in the oil and gas sector, which has remained a cornerstone of relations for more than four decades.
During the talks, both sides highlighted successful joint ventures such as Vietsovpetro and Rusvietpetro, describing them as symbols of effective partnership. Russian representatives also welcomed recent agreements that expand oil and gas exploration activities in both Russian territory and Vietnam’s continental shelf, further strengthening long-term energy cooperation.
Energy transition and future power generation projects also featured prominently in the discussions. Deputy Prime Minister Novak expressed Russia’s interest in supporting the implementation of the Ninh Thuan 1 Nuclear Power Plant project, which is expected to contribute significantly to Vietnam’s long-term energy security and diversification strategy. Both sides agreed to explore additional opportunities in gas-fired power generation, wind energy, and other renewable energy initiatives.
Deputy Prime Minister Pham Gia Tuc reaffirmed Vietnam’s commitment to creating a favorable investment environment for international partners, including Russian businesses. He encouraged enterprises from both countries to actively exchange information, develop new projects, and pursue partnerships that align with the development priorities of both economies. The leaders also discussed measures to remove obstacles affecting existing projects and facilitate future investments.
In a separate meeting, Deputy Prime Minister Pham Gia Tuc met with Alexander Beglov, who praised Vietnam’s recent development achievements and reaffirmed Saint Petersburg’s commitment to strengthening local-level cooperation. Both leaders discussed expanding partnerships between Saint Petersburg and Vietnamese provinces in trade, tourism, education, culture, and workforce development.
The meetings concluded with a shared commitment to deepen cooperation in science, technology, education, investment, and transportation. Both sides also expressed support for increasing direct air connectivity, expanding student exchange programs, and promoting cultural exchanges that further strengthen the historic friendship between Vietnam and Russia.
