The Vietnamese government has intensified its administrative reform agenda by directing ministries and state agencies to publicly disclose all reduced and simplified administrative procedures on the National Database of Administrative Procedures. The move is part of a broader effort to improve governance, enhance transparency, and support the country's ambitious economic growth targets.
According to an official directive signed by Deputy Prime Minister Pham Thi Thanh Tra on behalf of the Prime Minister, ministries and ministerial-level agencies have been instructed to continue implementing decentralization measures and simplify administrative procedures and business requirements. The reforms are linked to the national development strategy for the 2026–2030 period and are aimed at creating a more efficient regulatory environment.
The government previously issued eleven resolutions focused on reducing administrative burdens, streamlining business registration requirements, and cutting unnecessary conditions for investment and business operations. Authorities believe these measures will improve the business climate, reduce compliance costs, and encourage economic expansion across multiple sectors.
Several ministries, including Health, Education and Training, Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, and the State Bank of Vietnam, have been tasked with reviewing the implementation of decentralization policies. They are expected to identify additional opportunities for reform and recommend legal amendments where necessary.
The directive also requires ministries to complete legal procedures needed to implement plans for decentralizing dozens of administrative services, reducing procedural requirements, simplifying approval processes, and removing remaining business conditions. Officials have been urged to accelerate implementation in order to meet the objectives outlined by the government and the Communist Party leadership.
A key component of the reform program involves restructuring administrative procedures so they can be integrated into the centralized Administrative Procedure Information System and the National Public Service Portal. This digital transformation effort is intended to provide citizens and businesses with faster, more convenient access to government services through a unified online platform.
The Prime Minister has established strict deadlines for ministries to publish updated procedures and synchronize them with national digital systems. Provincial governments have also been directed to report on resource allocation, implementation challenges, and recommendations. The Ministry of Justice will oversee the process, verify data accuracy, and submit a comprehensive progress report to the Prime Minister by mid-June 2026.
